Job Description
We are in search of a Facility Security Officer (FSO) to join our team to implement industrial security programs for the Leidos facility and program office, located in Manassas, Virginia.

The FSO will coordinate and monitor highly sensitive aspects of DoD or other industrial security programs and other security activities while ensuring compliance with government and company security policies and procedures.
The FSO will support clearance processing, visit certifications, document control, and physical security, including alarm response for controlled area program while possessing thorough understanding of security databases such as DISS, eQIP, NISS and ACCS. The FSO will be responsible for implementing and providing guidance to customers and management on security issues such as security education, insider threat, classified document control, security investigations, classification control and personnel clearances.
The FSO will apply knowledge of, and experience with, strong understanding of Physical Security requirements to include collateral Closed Areas/Open Storage Areas and Sensitive Compartmented Information Facilities (SCIFs) along with working knowledge of SF-86, SF-312, DD-254, SF700, SF702, Operations Security (OPSEC) in order to develop, implement, and maintain the OPSEC Program to protect sensitive unclassified information, activities, equipment and materials.

Primary Responsibilities
•Implement the industrial security program and ensure company and customer security requirements are met.
•Interface with all levels of Leidos personnel and government management personnel to ensure contract security compliance with 32 CFR Part 117, NISPOM, DoD Manual 5205.07, ICD 705, Contract Security Classification Specification (DD254) and program security classification guides.
•Produce finished documentation (reports, policy/procedure development, security designs, training and assessments).
•Maintain security program compliance relative to DD 254s, changed condition packages, FCL sponsorship packages, and responding to DCSA, customer agency, and internal customer inquiries.
•Analyze security issues/problems and provide focused solutions with the ability to effectively communicate information to various audiences.
•Bring security risks to the attention of the senior and program management, as identified.
•Conduct security self-inspections, program security reviews, apply risk mitigation methodologies, support customer assessments, and implement security measures to meet requirements.
•Make critical security decisions concerning high value contracts and to implement security procedures that will prevent unauthorized access to company and government facilities or information.
•Provide clear guidance to company employees and recommend modifications to operations policies or procedures as appropriate.
•Management of COMSEC-related duties and responsibilities under NSA CSS 3-16 and AR 380-40.
•Administer day-to-day security programs, personnel processing, program reviews, document control system, audits & self-inspections, violation investigations & reports, receipt/dispatch/destruction/mail logs, visit certs, etc.

Basic Qualifications
•Bachelors degree and 8+ years of prior relevant experience.
•Current Top Secret clearance with SCI eligibility is required.  Additional accesses and clearances may be necessary as required by program needs.
•Thorough working knowledge of the NISPOM, other relevant DoD security guidance, DCSA guidance and Intelligence Community Directives (ICDs).
•Strong working knowledge of SIMS, DISS, NISS, ACCS, and e-QIP.
•Strong understanding of Physical Security requirements to include collateral Closed Areas and SCIFs. Along with working knowledge of SF-86, SF-312, DD-254, SF700, SF702 and other required forms.
•Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings, as appropriate.
•Reconciliation of weekly personnel reports with the internal Security Service Center (SSC) – tracking briefings, debriefings, and contract assignments.
•Experience conducting security incident inquiries and writing investigation reports for use internally within the company as well as for distribution to outside entities.
•Ability to develop and establish an effective security awareness, training, and education program. Assist in executing the requirements set forth in the Technology Control Plan (TCP) for foreign visitors.
•Ability to manage multiple simultaneous projects, organize and prioritize under pressure.
•Interact with Corporate HQ and program management on insider risk management activities
•Experience with proposal development and contract closeout processes.
•Additionally, will serve as direct security support for one or more programs.
•Must have FSO Program Management for Possessing Facilities Certification and other related security training.


Preferred Qualifications
•COMSEC Custodian certificate or experience. Complete IAEC-2112 COMSEC Training Course six months after being appointed as Alternate COMSEC Account Manager.
•Industrial Security Professional (ISP) Certification or Certified Protection Professional (CPP)
•Courier preparation procedures.
•Experience developing and implementing OPSEC plans.
•Knowledge of Access Control and Intrusion Detection Systems.
•Experience in establishing SCIFs/TSCIFs.
•Professional Certifications/Affiliations.

Pay Range:

Pay Range $72,150.00 - $111,000.00 - $149,850.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
