Job Description:

Leidos is hiring a Consulting Employee to support Transportation Solutions services in the area of Freight Management and Operations with senior-level thought leadership, technical direction, and business development on an as-needed basis.

Responsibilities include:

  • Customer relationship management of existing customers and building relationships with new customers
  • Provide technical guidance as a subject matter expert to the project and proposal teams (including in-house staff and subcontractors)
  • Providing thought-leadership on strategic solutions to transportation problems
  • Reviewing reports and proposals, and other duties as assigned
  • Responsible for adhering to project and proposal deadlines
  • Communicating with customers, in-house staff, and subcontractors about project direction and goals
  • Public speaking and presenting to Leidos management
  • Assist in the development of proposals, white papers, and other written material in support of new business development
  • Support work in the ground transportation areas of Freight management, operations and logistics, plus other areas such as commercial vehicle truck, size, and weight, oversize and overweight permitting, Intelligent Transportation Systems, Transportation Systems Management and Operations, Integrated Corridor Management, and Active Transportation and Demand Management.
  • Responsible for managing and contributing to individual projects, as well as potentially a suite or program of projects relating to the subject areas listed above.
  • Responsible for leading and supporting proposals under the operations program including proposal team management, writing, reviewing content from other proposal team members, developing Work breakdown structures, and estimating level of effort.
  • In addition to managing projects, the position may perform technical work and the development of deliverables.  This may include development of guidebooks, white papers, workshops, and brochures for State departments of transportation and metropolitan planning organizations on effective approaches to manage and operate the transportation system transportation.
  • Work is focused primarily on projects in freight management, operations and logistics, truck size and weight, commercial vehicle permitting, but there may be opportunities in other group areas.

Required Education & Experience:

  • Bachelor degree in logistics, supply chain management or related field
  • 12+ years of experience in transportation-related field
  • 12+ years of Federal, State or local transportation agency experience preferred, including multiple executive leadership positions. Some private sector experience desired (no minimum number of years) that included business development activities to government agencies
  • Experience working with/ for Federal agencies is desirable
  • Should possess strong qualifications and demonstrable work experience in Federal, State and local policy related to freight management operations
  • Have knowledge of legal considerations related to freight management and operation policies
  • Ability to blend technology, planning, policy and operational expertise in the deployment of accessible, automated, connected, electric and shared mobility and be in a position to advise agencies on assessing their current policies, regulation, and enforcement of freight management operations
  • The candidate should be viewed as a national expert in subjects related to freight management operations
