Job Description:

Leidos Health Group has an opportunity for a Process Asset Library (PAL) Analyst, with demonstrated SharePoint expertise, to support the Department of Veterans Affairs (VA) Office of Information and Technology (OIT) Process Asset Library (PAL). Leidos provides services for the development, implementation, and availability of new business process maps, and modification of existing process maps, within VA’s Quality Continuous Improvement Organization (QCIO).    


This position requires the candidate to operate, sustain, and maintain VA OIT’s PAL application, hosted in VA’s Microsoft SharePoint environment, leveraging their skills in SharePoint development, SharePoint administration, SharePoint content management, business process modeling and analysis, and customer support.    

The PAL is comprehensive Web resource for storing, discovering, and understanding VA OIT processes.  The core business objects of the PAL are business process maps that document OIT business processes by step, role, artifact, tool, governing standard, and organization; there are approximately 200 business processes currently organized and managed within the PAL.  

The Process Management Team develops new business process maps and updates existing business process maps for publication to the PAL, using Business Process Modeling Notation for development, test, and implementation.  The PAL Analyst performs a wide variety of tasks as part of the Process Management Team for the publication of new and updated business process maps with supporting Process Documentation Set to the Web environment, and functions as part of the team for PAL operations, sustainment, and maintenance.   

Primary Responsibilities

  • Work within a team to operate, sustain, and maintain the VA OIT Process Asset Library (PAL) application, hosted on VA’s Microsoft SharePoint platform 

  • Monitor and maintain the PAL application, update content, manage user access, administer users, and respond to trouble tickets

  • Enhance PAL operations and usability by developing and implementing functional advances to enter data, query data, search data, and present and extract PAL content

  • Perform research as necessary to support the Process Management Team

  • Provide for other Tier 1 and Tier 2 Help Desk functions

  • Develop and sustain Application Programming Interfaces (APIs) that leverage jQuery, HTML4, and Java Script

  • Elicit / develop / document Functional / Technical requirements for each Power Suite Solution or each API

  • Support the development and management of PAL Change Requests, configuration items, and project tasks

  • Support the development and management of the PAL Product Backlog.  

  • Support the development of VA OIT process training materials in MS PowerPoint; support Training Sessions on how to use new and updated core processes in the PAL

The candidate may:

  • Develop and sustain Power Suite Solutions using Microsoft Power Suite (Power Apps, Power Automate, Power BI) and SharePoint components (Lists, Libraries, and Web pages)

  • Develop Test Strategies and Test Plans to develop, test, and deploy Power Suite Solutions and new or updated APIs

Basic Qualifications

  • Bachelor's degree from an accredited college or university in business discipline, computer science, electronics engineering or other engineering or technical discipline, and 5 or more years of experience.  13 years or more years of experience required without the Bachelor’s degree

  • Minimum of three (3) years of current/recent experience in designing, administering, and implementing SharePoint applications for business processes, information management and record keeping activities.

  • Ability to develop, review and monitor system usage reports

  • Ability to develop and maintain SharePoint Lists, SharePoint Libraries, and SharePoint Web Pages.

  • Ability to develop and maintain Application Programming Interfaces (APIs) between and amongst Microsoft SharePoint components and Microsoft Power Suite Solutions using jQuery, HTML4, and JavaScript

  • Ability to elicit, develop, and document Functional and Technical Requirements

  • Ability to develop, test, and deploy SharePoint.

  • Strong verbal and written communication skills, including technical writing for process and systems documentation, and the ability to interact professionally with diverse teams, senior staff, customers, end users.

  • Track record of working effectively within a team, and supporting peers toward improved processes and results

  • Proficient in all MS Office applications: Word, Excel, Outlook, OneNote, Teams, and Visio.

Preferred Qualifications

  • Experience with IT business processes and lifecycles

  • Experience working in a matrixed team environment

  • Experience working remotely to complete job assignments

  • Demonstrated business process experience in a Corporate, Government, Federal, Military, or Management & Operating contractor environment.

  • Microsoft certification: Managing Microsoft SharePoint Server or Microsoft 365 Certified: Teamwork Administrator Associate

  • ITIL v3 or ITIL v4 Foundations certification

  • Ability to develop, test, deploy, and maintain Microsoft Power Suite Solutions (Power Apps, Power Automate, and Power BI).

  • Experience in SharePoint PowerShell modules to configure and administer SharePoint and to automate tasks

  • Ability to write Test Strategies, Test Plans, and Test Execution Summaries.

Pay Range:

Pay Range $65,000.00 - $100,000.00 - $135,000.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
