Job Description:

The Homeland Security Solutions Operation within Leidos is seeking Full Stack Developer, Team Lead with strong systems, software, cloud, and Agile experience to support a complex program to provide Agile development and operations and maintenance for critical systems on a mission-critical program supporting the Passenger Systems Program Directorate (PSPD) Interface and Support Processes division within Customs and Border Protection (CBP). PSPD supports the Department of Homeland Security (DHS) and CBP critical missions, specifically screening and processing travelers at the ports of entry (POEs) into the United States.

In this hands-on position, you will work collaboratively to architect, design, build, deliver, and enhance highly available, scalable, real-time systems. You will serve as the team lead for one Agile Product Team.  As the team lead you will be a servant-leader guiding the team through Sprint Planning, Sprint Demos, Sprint Retrospectives, participate in daily SCRUM meetings, and assist with resolution of problems affecting the team’s ability to deliver on commitments.  

Primary Responsibilities:

  • Coordinate closely with CBP product owners and product leads associated with the agile product teams you are supporting to ensure common understanding of user stories.

  • Work with scrum master and product leads to facilitate sprint planning, spring demos, and sprint retrospectives.  Work with developers, testers to assist in implementation of process improvements identified as part of the sprint retrospectives.

  • Facilitate with Application teams regarding dependencies in deliverables and assist in the resolution of problems affecting the team’s ability to deliver on commitments.

  • Support all aspects of software development (designing, coding, testing, debugging, and maintaining products).

  • Must be a self-starter with the ability to work independently with minimal supervision.

  • Mentor junior and entry-level software developers to enhance their skills and work with others on product team to develop solutions to impediments preventing completion of work.

  • Effectively communicate technical challenges and potential solutions to leaders within both Leidos and CBP. Troubleshoot production issues and be available for production support during non-business hours.

Basic Qualifications:

  • BS/BA degree with 12 years of relevant experience or 10 years of relevant experience with Master’s degree; OR 4 years of experience in lieu of degree

  • Applicants must be a US Citizen with ability to obtain a CBP BI public trust clearance prior to start.

  • Showing consistent ability to act as a servant-leader helping to coach and improve the teams you are supporting.

  • Experience with Confluence and Jira to manage backlogs and facilitate collaboration, preparing roadmaps and Level of Efforts.

  • Minimum of 2 years of software development experience in an Agile/SecDevOps environment with proven ability to deliver on commitments.  

  • Software development experience should include any of the following technologies: Oracle, Postgres, SQL, Java, HTML5/JavaScript, Frameworks:  Angular, Spring MVC, Struts, JSF, WebLogic, OpenShift Container Platform (OCP), AWS, Docker, Spring, Spring Boot, Kubernetes, Konvoy

  • Knowledge of software design patterns.

  • Strong written and verbal communication skills.

Preferred Qualifications: 

  • Active CBP BI

  • Experience as a team lead, software developer supporting one or more products within CBP PSPD

  • Experience with one or more of the following system-to-system interfaces: Web Services both SOAP and REST, IBM MQ, Kafka, Jenkins

  • Experience with DevOps frameworks and proficiency using the following common DevOps tools at a minimum: GitLab, SonarQube, JUnit

  • Familiarity with and prior use of test automation, e.g., Selenium, Citrus

  • Experience as a developer within the AWS environment

Pay Range:

Pay Range $113,100.00 - $174,000.00 - $234,900.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
