Leidos is seeking a Senior Engineering Technical Project Manager to work remotely supporting the DHMSM program. The DHMSM program provides modernization of Electronic Health Record (EHR) capabilities for the Department of Defense. The Leidos Partnership for Defense Health (LPDH) is seeking a candidate to join the technical engineering team responsible to define, implement, deploy and sustain new capabilities for the MHS GENESIS DoD EHR system.
WHAT YOU WILL BE DOING
Coordinating with multiple agencies, lead technical engineering projects and provide overall project direction, guidance, successful execution and operational success across a multi represented IPT team made up of the DHMSM PMO, DHA Health Informatics (DHA-HI), Leidos (System Integrator), Cerner (EHR vendor), Henry Schein (Dental Vendor), External System Program Offices, External System/Device Vendors, and MHS GENESIS Military Treatment Facilities (MTFs).
Lead IPT team(s) and baseline, supporting project managers to deliver all contracted technical projects for new system interfaces, new capabilities, or enhancements to existing interfaces and or medical new systems.
Ensure IPT team preparedness for project “Major Milestone” events – Preliminary Design Review (PDR), Critical Design Review (CDR), Operational Readiness Review (ORR), Fielding Decision Review (FDR) / Presenter for DHMSM PMO in Technical Project Milestone Events.
Lead planning sessions with project resources, which could include program leadership, customer PMO and government leadership.
Additional project management tasks/activities to include:
Weekly, monthly, and adhoc status reporting
Earned value metrics reporting
Draft and gather input for contract deliverables, briefings supporting work plans, pitches, system engineering readiness (SETR) events, Risk & Opportunity Board (ROMB), resource tracking and needs
Coordinate prioritization and completion of activities across technical teams, Engineering leadership, and other stakeholders
Resolve and/or assist in the resolution of conflicts within and between projects or functional areas.
Identify and manage inter and intra-project dependencies.
Report project status weekly to DHMSM PMO Sr. Leadership and represent technical project team leadership at Monthly Program Review and Quarterly Summit, to report to all stakeholders
FACTORS FOR SUCCESS
US Citizen with current US Government clearance; must obtain/maintain ADP2/IT2 Public Trust. Federal Government requirement.
Bachelor of Science and 12+ years or Master’s and 8+ years of prior relevant work experience.
Experience with large, complex government implementations, managing projects within complex, enterprise wide, large-scale implementations.
Strong analytical skills to understand and document business and technical workflows and processes.
Experience with technical road mapping, to include deployment planning
Experience managing and leading and multiple technical teams/efforts concurrently with people from different disciplines with varying degrees of technical and operational experience (IT personnel, Cyber/Security, Engineers, Developers, Testing, Training, Clinical, Financial SMEs, etc.).
Ability to provide leadership and promote teamwork, while managing and monitoring the deliverables of each team to ensure milestone and on-budget completion.
Familiarity with DOD communications, policy, and processes.
Excellent communication skills in both written and verbal presentation.
Demonstrated ability presenting and effectively communicating with senior leadership and stakeholders
HOW YOU WILL STAND OUT FROM THE CROWD
Current DHA clearance, DHA-issued CAC, and DHA administrator accesses
PMI / PMP certification.
Experience with EHR system interface configuration, implementation, and operation
Experience troubleshooting deployed IT systems, including databases
Experience interpreting and decomposing requirements
Experience with software development methodologies, including testing
Experience with DoD Cybersecurity implementations
Experience in large-scale COTS integration
Familiarity with DoD Configuration Management and Systems Engineering methodologies
Experience with Cerner solutions, Dentrix Enterprise, and Rhapsody
Experience with medical and/or dental record integration or transition
Experience with GovCloud implementations within the DoD
Experience with Continuous Integration/Continuous Delivery pipeline architectures
Pay Range:
Pay Range $113,100.00 - $174,000.00 - $234,900.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
