The Enterprise and Cyber Solutions (E&CS) Operation within Leidos’ Defense Group is seeking an experienced senior program manager to manage the Compartmented Enterprise Services Office (CESO) Task Order for the GIG Service Management – Operations II (GSM-O II) contract. This individual should have excellent communication, critical thinking, and collaboration skills to function in a high-paced, dynamic environment. CESO is often described as an “inch deep and a mile wide” program. The PM will need to be capable of leading all facets of this task to success.
With the CESO program, the Defense Information System Agency (DISA) is looking to transform the existing Secure Web Services (SWS) environment, used to provide secure information sharing to eh community, into a more mature service offering to meet the DoD and IC community. As part of this task order, Leidos will manage the commercial cloud migration and disestablishment of VSD and CIS, fully automate the continuous development & continuous integration environment, fourth estate consolidation, professionalize services – ITIL/DevSecOps based processes, improve the customer experience 1st call resolution, and achieve development of a service catalog for Defense Working Capital Fund (DWCF) Model.
Primary Responsibilities
- Overall programmatic (cost, schedule, performance) responsibility for the execution of the task orders
- Manage overall technical performance and ensure delivery of proposal commitments
- Deliver exceptional service to DISA by leading the team delivering a range of services
- Financial performance (revenue, operating income, margin) against the Annual Operating Plan, including a focus on maximizing profitability.
- Communicate critical and time sensitive program-related information directly to the GSM-O II Leadership, or other delegated Government program personnel
- Perform as key point of contact for client relations and engage regularly to determine priorities based on the Customer guidance
- Engage with other GSM-O Task Order Managers to achieve synergy and efficiency
Basic Qualifications
- Candidate must possess an active DOD TS/SCI
- BA/BS or equivalent experience and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience. Add'l experience may be considered in lieu of degree.
- Ability to obtain an AWS Certified Cloud Practitioner within 120 days
- 4+ years of experience supervising or leading teams or projects.
- Experience shall include regular communications with the supported organization’s senior leadership and direct accountability for managed activities.
- Proven ability to connect with and effectively lead a high performing diverse team of varying levels of experience.
- Previous experience with supporting / leading proposals to achieve on-contract growth.
- Experience leading programs with year over year financial growth and strong margin growth.
- Excellent written and oral communication capability
- Experience and ability to successfully negotiate and influence others to understand and accept new concepts, practices and approaches. Ability to drive employee culture change and transformation.
- Experience leading teams in a high op-temp, top secret environment
Preferred Qualifications
- PMP Certification
- Prior experienced with DISA and DISA’s support to mission partners

Pay Range:
Pay Range $113,100.00 - $174,000.00 - $234,900.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
