Leidos is seeking a Business Analyst with experience supporting HR management systems implementations for the federal government. This position will provide deep expertise in federal HR policies and regulations, and will leverage his/her extensive knowledge in human resource processes to ensure that the deployment of a modern HR management system at a major federal agency meets the customers’ needs and applicable federal regulations. The Business Analyst will work closely with business and IT users and serve as the voice-of-the-customer on the technical team.
This position requires the ability to obtain a National Agency Clearance and Inquiries (NACI) clearance.
Primary Responsibilities
Serve as the customer’s advocate on the project team. Develop a deep understanding of the customer’s immediate and long-term needs. Evaluate business processes, anticipate requirements, uncover areas for improvement, and collaborate with the technical team members to implement solutions.
Responsible for leading a team of business analysts and Workday configuration managers in analyzing and documenting business processes, business and functional requirements, and technical requirements, and in configuring the Workday COTS system according to the requirements collected.
Provide support for agile requirements planning. Supervise the development of features, epics and stories, to fully capture the business requirements and ensure they are adequately translated into technical/system requirements.
Participate in requirements analysis meetings and share knowledge on human capital management processes and business practices to influence the prioritization of requirements.
Share knowledge to help improve processes, products, services, and software.
Respond to questions/issues raised by the technical team members and business users regarding software and business functions.
Support end users in UAT testing.
Provide guidance to the technical team members on federal HR policies and regulations.
Document processes and system functionality as needed to support the business process and requirements analysis.
Support the change management process including documentation and communication.
Assist in planning and executing the system readiness assessment.
Provide project management support as requested by the Program Manager.
Basic Qualifications
Minimum of 5 years of relevant experience as business analyst for HR management systems
Minimum 5 years of team management experience
Experience analyzing and documenting HR business processes
Experience performing requirements analysis using Agile methodologies
2+ years of experience with Workday implementations/configuration changes
Process Experience: Human Capital Management Core function; Personnel Action Processing; Manpower/Position Management; Manager Self-Service; Employee Self-Service
Deep knowledge of federal HR policies and regulations.
Experience interfacing with senior and executive level customer staff to understand needs and challenges and propose solutions.
Experience liaisoning between business and technical staff.
Excellent verbal and written communication skills.
Excellent critical thinking and problem solving skills.
Excellent planning, organizational, and time management skills.
A bachelor's degree in Business, Management, Communication, or other relevant field
Substitutions of Education
3 years’ relevant experience + Master’s degree may be substituted for education
7 years’ experience may be substituted for education
Preferred Qualifications
Certifications: IIBA Business Analyst, CSM, Workday
Prior experience supporting programs at Veterans Affairs would be a BIG PLUS

Pay Range:
Pay Range $65,000.00 - $100,000.00 - $135,000.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
