Job Summary:
The Leidos Innovations Center (LInC) Operation within the Leidos Dynetics Group is seeking a Chief Technology Officer (CTO). The LInC Operation is the technology and R&D engine for the entire Leidos enterprise, and has the responsibility to transition discriminating technologies and capabilities across the enterprise for enhanced business and mission value.
Position Summary:
The CTO will be responsible for overall technical excellence to include technical solutions for priority captures, internal research and development (IRaD) projects and technical performance on major programs. The CTO will actively participate in the definition and implementation of the long-term technology strategy aligned to the Operation, Group, and Corporate technology strategies, and the Operation, Group, and Corporate goals. Additional responsibilities of the LInC CTO include: closely partnering with Operation management to ensure the Operation’s technology strategy is aligned with the organization's strategic plan and is reflected in the business development plans; consulting with business leadership on potential solutions to problems; and meeting with current and potential customers to demonstrate the company's credentials at solving problems with technically-sound solutions. The LInC CTO will help manage the technology horizon and drive technical anticipation in technical areas where we can drive technical discrimination for business value such as quantum, cyber, artificial intelligence, and machine learning. The LInC CTO will also be an active participant in the Capture Process to include writing and reviewing proposal material and oversight of technical/cost/schedule execution on LInC programs. The LInC CTO will seek partnerships with strategic suppliers, renowned universities and research institutions to increase learning and teaming opportunities, sponsor research projects that take LInC solutions to the next level, and where possible, showcase developing technology both internally and externally. The CTO will be the chief collaborator for all technical matters within the Operation and with other line and functional organizations within Leidos – the LInC CTO will be the primary interface for driving technical discrimination derived from our R&D activities in our IRaD and Contract R&D into the broader Leidos enterprise. Additionally, the LInC CTO will be responsible for the development, training and mentoring of a set of mid to senior level technical staff and the cultivation of technology R&D experts. The CTO will also oversee the LInC IRaD program and support selection and development of LInC Solution Architects.
Basic Qualifications:
•Master’s degree in an engineering or scientific discipline or Ph.D. with expertise in a sensors, processing, simulation, platforms, or phenomenology field
•10-15 years of related science, technology, research, and development experience developing capabilities, products, and technology with military or intelligence utility
•Prior technical roles within similar organizations with growing duties and responsibilities
•Experience capturing/executing large development programs
•Sensors, platforms, signal/data/image processing, simulation or phenomenology domain experience in one or more technology areas including: satellite systems, electronic warfare, ELINT/SIGINT collection and processing, ground sensors, advanced radar systems, airborne/spaceborne IR sensors, hypersonic weapons, CBRN sensing, ATR, multi-/hyper-spectral EO systems, AI/ML, data analytics, autonomous systems, survivability, HEL/HPM directed energy systems, advanced computing technology, guidance and control, communications systems, software engineering, conducting flight and other field tests, hydrodynamics and maritime systems, and sonar systems.
•Experience assessing, quantifying and mitigating risk in project execution. EVMS experience is a plus.
•Experience with technology and business strategy formation, performance management, and best practices in the Defense industry
•Experience developing technology/strategy/investment roadmaps
•Experience overseeing IRaD programs and portfolios
•Experience with S&T / R&D customers such as DARPA, AFRL, ONR, and IARPA
•Program management experience with large programs; PMP certification is a plus
•Strong oral and written communication skills, along with public speaking skills
•Ability to influence and persuade others, as well as handle difficult negotiations requiring a well-developed sense of strategy
•Ability to mentor, lead, and promote talent
•Significant experience supporting capture activities to include chairing/participating in Gate Reviews, writing specific sections of proposals, and providing preliminary technical guidance for solutions
•Secret Clearance (Top Secret Clearance preferred) and ability to obtain Top Secret/SCI clearance
•Preference is for position to be based in San Diego CA or Arlington, VA (consideration may be given for other locations with a LInC office presence)
•~25% Travel required
•25% work from home is acceptable
Pay Range:
Pay Range $213,750.00 - $285,000.00 - $356,250.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
