Job Description:

The Leidos Enterprise & Cyber Solutions Defense Group is seeking a Cyber Security Manager to support our N2NOMS program in Colorado Springs, CO. Our customer maintains a highly demanding mission and requires our support to provide expert technical and professional management support to the commands enterprise Information Technology (IT) services. In this role, you will support a program that provides sustainment, maintenance, problem and change management services to help ensure secure, reliable, and uninterrupted availability of the Department of Defense IP networks. You will provide supervision over implementing Leidos tools to include: IonIA for cyber threat mitigation; RAPMAP for creating and maintaining artifacts required to demonstrate compliance; and Proven Analytic-Centric Kill Chain Implementation and Transformation (PACKIT) to obtain steps that an adversary must go through to achieve their goal. You must hold an active DoD Top Secret clearance to be considered.

This position will report directly to the Deputy Program Manager/Operations Manager, with regular interaction with the Program Manager and government POC. 

What will you do in this role?

  • Be the primary POC of the Fusion Center (Cyber Security team) to the Leidos Program Manager, Deputy PM, and the Govt customer.

  • Work closely with the other O&M teams and team managers, and ensure the Fusion Center interacts and coordinates with these teams to collectively achieve the mission of the Govt customer and the objectives of the contract.

  • Oversee the Fusion Center team in the creation and modification of Risk Management Framework packages. Review, edit and approve the packages.

  • Create, design, develop and implement plans and goals with the ISSM, ISSO, Leidos Program Manager, Deputy Program Manager, and the Govt customer. Direct development and implement plans and goals with the ISSM and ISSO. Work with the ISSM to coordinate and supervise daily operations.

  • Manage the Cyber Team (Fusion Center), assign work activities to the team, perform employee annual assessments, mentor the team, interview and make hiring decisions, write justifications for performance awards, determine pay increases and promotions (in coordination with HR and the Program Manager), and supervise daily operations.

  • Represent the Leidos Fusion Center in direct interaction with the Govt customer in formal and informal interactions. Brief the customer and Leidos leadership on progress, issues/problems, accomplishments, and upcoming activities.

  • Coordinate and communicate with multiple ISSOs to ensure compliance with regulations and internal policies.

  • Ensure all actions and documentation of the team are in compliance with DoD 8570 IAM III guidelines.

  • Analyze contractual cyber requirements and customer requests and desires to determine how best to provide the optimum support of the team to the Govt.

  • Oversee, review, edit, and approve the production of monthly, quarterly, and annual deliverables and reports.

  • Foster and maintain a positive cybersecurity culture that embraces proactive communication and security with employees, subcontractors, and Government stakeholders. 

  • Direct activities, lead the team, and directly participate in activities to support, communicate, reinforce and defend the cybersecurity mission, values and culture of the organization. 

  • Implement cyber security practices and tools, processes, procedures and tools in coordination with Change and Control Boards.

  • Be the focal POC for ISO 9001 audits on processes and quality. Provide answers to the audit checklist questions and provide evidence of the answers.

  • Author annual CPAR input on Cyber Security, weekly activity reports for leadership, responses to data calls and requests for information. Coordinate and incorporate input from the team.

  • Oversee management of Authorization and Assessment processes for multiple authorities to operate across multiple sites.

  • Evaluate and analyze changes or additions to the IS within the facility, work with the ISSM to determine security relevance, determine solutions and make recommendations for approval or denial by the Govt customer.

  • Lead the effort to support cyber security exercises and scenarios. Brief the Govt and Leidos leadership on progress, issues, successes, and activities.

  • Ensure the cyber security of all hardware and software components.

  • Drive the team to meet deadlines with a strong sense of urgency, flexibility, attention to detail, and quality.

These are required qualifications...

  • Must currently possess an active Top Secret security clearance with ability to obtain TS/SCI clearance.

  • Must hold a current CompTIA Security +ce certification.

  • Must be in compliance with DoD 8570 IAM III guidelines or be able to obtain CISSP or CISM within 60 days of hire.

  • BA/BS or equivalent experience and 6+ years of prior relevant experience; or Masters with 4+ years of prior relevant experience.

  • 2+ years of experience supervising or leading teams or projects.

  • Demonstrated experience with cybersecurity threat mitigation tools and compliance.

  • Ability to work directly with ISSM and ISSO in the development of the cybersecurtiy program.

  • Ability to communicate orally, and in writing, detailed technical information.

  • Possess a strong sense of urgency, flexibility, and determination in meeting deadlines.

  • Possess and demonstrate a strong attention to detail and quality.

  • Understanding of Cyber Security, RMF, Event Monitoring, Situation Management and HBSS

These are preferred qualifications...

  • Excellent cyber and technical, interpersonal, presentation and problem management skills.

  • Ability to effectively communicate orally, and in writing, detailed cyber related information.

  • Familiarization of NORAD/USNORTHCOM missions and DoD regulations and directives.

  • Currently possess an active Top Secret security clearance with ability to obtain TS/SCI clearance.

  • In compliance with DoD 8570 IAM III guidelines – with a CISSP or CISM.

  • 4+ years of experience supervising or leading teams or projects.

  • 2+ years of experience with cybersecurity threat mitigation tools and compliance.

  • Ability to work directly with ISSM and ISSO in the development of the cybersecurtiy program.

  • Proven flexibility to meet mission requirements.

  • Experience working with senior managers.

  • Experience working in combatant command cyber environments.

Salary Target: 110,000-120,000


Pay Range:

Pay Range $94,250.00 - $145,000.00 - $195,750.00
