Veterans Benefits Administration (VBA) Veteran Readiness and Employment (VR&E) is responsible for providing eligible program participants with compensable service-connected disabilities, all services and assistance necessary to enable them to the maximum extent possible, to become employable and to obtain and maintain suitable employment and achieve maximum independence in daily living.

VR&E seeks to significantly improve the processes by leveraging technology and implementing automation for a lifecycle case management approach to better enable ~900 Vocational Rehabilitation Counselors (VRCs) throughout VA’s 56 Regional Offices across the nation to serve program participants in a more timely and accurate manner. Leveraging automation for repeatable processes and financial calculations will further provide the VRCs a more robust capability to support program participants. To that end, VR&E requires changes to the existing case management capabilities within VBA systems.  Thus, the VBA VR&E RES program will implement managed service provider (MSP) solution that shall provide program services,

along with development and operations of a modern case management solution that leverages automation

that will enable VR&E to deliver comprehensive VR&E benefits and allow program participants to

successfully prepare, find, and maintain gainful employment.

The Vocational Rehabilitation Program Subject Matter Expert provide subject expertise and guidance to developers during the solution development life cycle.

Primary Responsibilities

  • Assists in further defining the functional/business capabilities the development team needs to implement to operationalize the business imperatives

  • Validates the requirements and deliverables of the solution that the team will produce

  • Provides functional expertise input for the development, testing, and implementation of technical solutions

  • Assists in assessing whether technical solutions meet defined requirements

  • Verifies technical reference information, including user guides, training manuals, and system requirements

  • Works closely with the technical architects to ensure the solution components align with a specific architecture component and meet performance goals

  • Works with other architects to select the operating alternatives that form the overall operating strategy and business architecture

  • Assists in identifying risks and assumptions associated with the solution development

  • Provides input of test cases and scenarios and later validate executed test results

  • Provides input into and execute user documentation and training material

  • Tests the solution and provides feedback and tips to the team

Basic Qualifications

  • A bachelor’s degree in vocational rehabilitation, vocational or educational counseling, or other fields related to the position

  • 8+ years of experience in performing, managing, and leading all phases of vocational rehabilitation program tasks including application processing, eligibility determination, entitlement determination, evaluation and planning, development & implementation of plans, and finally case closure

  • Experience at the field level having performed tasks such as vocational evaluations, pre-employment assessment and workforce re-entry planning services, develop templates for concise individualized program participant assessments, monitors performance and progress through review of cases, and serve as an advocate on behalf of program participants of employment collaboratives

  • Background in federal, state, or local government vocational rehabilitation programs; nonprofit or industry experience must be from a program with at least 500 number of concurrent program participants

Preferred Qualifications

  • In-depth knowledge of all parts of the M28 Veteran Readiness manuals along with policies and procedures

  • 2 years of experience working with the VA VR&E program

  • Knowledge and experience in Readiness & Employment System technical and process designs

  • Knowledge and experience in Federal contract operations and management

  • Commission on Rehabilitation Counselor Certification

Pay Range:

Pay Range $94,250.00 - $145,000.00 - $195,750.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
