Leidos is hiring an Safeguards and Security Specialist for the NNSA Los Alamos Field Office. The NNSA Los Alamos Field Office (NA-LA) is responsible for enabling safe, secure mission performance by integrating contract direction, oversight, and performance evaluations of the Management and Operating (M&O) contractor at Los Alamos National Laboratory (LANL) located in Los Alamos, New Mexico. 

LANL is a government-owned, contractor-operated facility that is one of three national security laboratories that ensure the safety, security, and effectiveness of the Nation’s nuclear deterrent. This is accomplished through basic and applied scientific research, systems engineering, experiments, assessments, and validation activities. The NA-LA Assistant Manager for Safeguards and Security organization monitors the safeguards and security of Departmental resources and property at the Los Alamos site that require protection from malevolent acts including classified information, special nuclear material and other nuclear materials, and facilities storing and transmitting classified information.

This position will work on site at the NNSA Field office two days a week in Los Alamos, NM.

Primary Responsibilities:
This position requires leading, and/or performing administrative and management work in support of a Safeguards and Security Program. This person will be responsible for analyzing actual and predictable operational activities or information related to a governmental program to help customers to make better informed decisions. Duties may include qualitative and quantitative analyses including data modeling, simulations, and decision support system applications.

In this role you will:

  • Work independently to achieve day-to-day objectives with significant impact on operational results or project deliverables. 

  • Responsible for entire processes within the professional area of the Security Program. 

  • Review and monitor security-related performance metrics. Input data to track findings and report corrective actions in Departmental tracking systems such as SSIMS. 

  • Develop and maintain tools to manage information on security program performance. 

  • Develop and track actions/correspondence in eDOCS.

  • Perform entry of applicable data into Department of Energy (DOE) and other government agency systems, as well as the maintenance of the Personnel Security Folders (PSFs). Systems may include access authorizations & badge systems; review & determination of HRP activities; facility approval and registration; control of classified visits; foreign visits and assignments; FOCI; PERSEC and SSIMS data review and entry. 

  • Provide advice and support to leadership, to include Team Leads and Security Manager, regarding inquiries for case status, program issues, and provides input on how to best resolve complex concerns regarding the processing and adjudication of PIV and security clearance cases.

  • Assist the security program managers with conduct and documentation of their oversight activities, data entry/processing, as necessary.

  • Provide prompt, courteous customer service by responding to in person, email, and telephonic inquiries from clearance holders/applicants, DOE Departmental elements, and other government agencies.

  • Maintain Personnel Security Files in the correct format and ensuring accountability of all Personnel Security Folders.

  • Facilitate prescreening and processing of clearance request forms, prescreening, and processing of Personal Identity Verification requests (in compliance with Homeland Security Presidential Directive-12).

  • Screen and evaluate reports of investigation in cases involving a request for a security credential in compliance with HSPD-12 requirements.

  • Conduct status checks in response to inquiries from others and answer inquiries from the public and private sectors.

  • Perform other duties as assigned.

Basic Qualifications:

  • Bachelor’s degree or 4-8 years of prior relevant experience.

  • Knowledge of Physical Security and Protective Force aspects of Security; Information Security requirements, and policies in order to develop solutions, to specify innovative solutions/approaches significantly altering contractor's methods of program accomplishment; to provide evaluation inputs to contractor performance. 

  • Provide verbal and written communication skill to in order to work with all levels of NNSA/DOE management from the Field Office to Headquarters; to negotiate with management to achieve agreement on program goals and objectives, and on specific courses of action to take

  • Mid-Level knowledge of Security Program principles, procedures, concepts, and methodologies; planning, programming principles and guidelines sufficient to oversee and manage a wide range of NA-LA security program elements; to prepare long-range and short-range planning guidance; in accordance with broad NNSA program policies and objectives. 

  • Mid to Expert knowledge of Safeguards & Security program requirements, goals, objectives, and priorities; security program requirements, federal requirements, DOE Orders, and Formality of Operations; to conduct oversight inspections, audits, reviews, and appraisals of contractor security programs; to resolve deficiencies and ensure timely corrective actions; to generate significant findings, reach valid conclusions.

  • Experience working in a classified environment and relevant understanding of policies and procedures applicable to support government programs.  

  • Demonstrable competence with Microsoft Office programs (Word, Excel, PowerPoint, and Outlook) and Federal civilian and/or military systems.)

  • Excellent written (including grammar, punctuation, and copy editing) and verbal communication skills (providing status reports, interacting with multiple levels, serving as a liaison between multiple organizations – internal/external). 

  • Ability to meet deadlines, track actions, and follow-through on multiple (often unanticipated) daily, weekly, and monthly tasks.

Preferred Qualifications:

  • Experience working in government, DOE, or DOD environment.

  • Self-starter, possessing an ability to work in a highly dynamic environment, and have an ability to interface with a broad range of federal civilian and military senior staff and leadership.

  • Knowledge of Physical Security and Protective Force aspects of Security; Information Security requirements, and policies in order to develop solutions, to specify innovative solutions/approaches significantly altering contractor's methods of program accomplishment; to provide evaluation inputs to contractor performance. 

  • Ability to provide verbal and written communication skill to in order to work with all levels of NNSA/DOE management from the Field Office to Headquarters; to negotiate with management to achieve agreement on program goals and objectives, and on specific courses of action to take.

This position requires a DOE Q or Top-Secret clearance with the ability to obtain a DOE Q.

Pay Range:

Pay Range $65,000.00 - $100,000.00 - $135,000.00
