Leidos has an opening for a Project Management Analyst located at Fort Detrick, MD, working with the Enterprise Information Technology Project Management Office (eIT PMO). The eIT PMO supports medical research IT solutions to USAMRDC with the mission to facilitate full coordination, planning, management, and execution of the project to ensure successful acquisition and sustainment of the required IT solution. The eIT PMO’s vision is to be the premier DoD provider of medical research enterprise IT solutions.

The Project Management Analyst will work for the Leidos Customer Relationship and Compliance Lead but is expected to work independently and accomplish assignments without much direction. The position encompasses DoD IT Compliance, Quality Assurance, Document Management, and Project Management Support functions. The PM Analyst will help with maintaining documentation for the overall business and cyber compliance of the eIT PMO Program. Will assist with Records Management, Privacy Impact Assessment and sustaining eMASS information. Individual will work with the QA Manager to provide quality assurance support for the organization. Ensure records are maintained for internal QA audits. Overall, the Analyst will maintain the Integrated Master Schedule using MS Project, assist in briefings to the Government, monitor the project’s risks and issues for monthly reporting.

What you will do:
Primary Duties:
Interface with civilians, military, and contractors, located on Ft. Detrick campus/via teleconference and correspondence with the Army Futures Command, Defense Health Agency, and the Pentagon.
Grasp complex concepts and understand follow-up status reports are crucial to the Projects to stay compliant with all Federal Law, DoD and Army Regulations.
Understand and support the DoD Business Compliance process (e.g. Defense Business System Certification) per the DHA, and input updates in compliance databases.
Perform records management and as needed assist the independent Information System Security Engineer (ISSO) with Cyber Security tasks, such as updating documentation in the eMASS database.
Coordinate with the Product Leads to ensure all project-level activities are on schedule and aligned with the Integrated Master Schedule (IMS).
Host internal QA Audits; prepare audit memos, meeting minutes, and memorandum to the Government.
Assist QA manager with departmental overview and development of QA audits.
Maintain Process Change Board requests and update Procedure Tracking Log.
Maintain hardcopy filing in secure storage (e.g. Fire Safe) and CUI implementation and compliance.
Track and maintain monthly metrics to measure the overall eIT PMO performance against Government requirements.
Review and ensure all formal contract deliverables are completed and submitted on schedule.
Specific Duties:
Facilitate changes to procedures to ensure continuous quality improvement.
Maintain audit schedule, tracking and closure of audit corrective/preventive actions, trending of audit data.
Complete memorandums for Audits and After Actions Lessons Learned Report.
Execute training requests through the internal workflow for staff to stay compliant. Update QA Training folder and notifies eIT PMO of final approved versions.
Maintain the Training document folders.
Maintain management Plans, SOPs, Templates, and work instructions.
Update the Program briefing slides as needed.
Create and maintain project schedules using Microsoft Project Professional.
Assist Release Manager (CM) with tracking changes.
What you need to succeed:
Required Qualifications:
A Bachelor’s degree and 2-4 years of experience in the financial or IT field. Additional years of experience will be considered in lieu of degree.
Experience with USAMRDC, DoD and/or Army regulations Quality Assurance Policies and Procedures.
Must be proficient in Microsoft Office Suite programs including Word, Excel, Adobe, PowerPoint, Project, and Visio.
Familiarity with good documentation practices.
Must be able to successfully complete a NACI background investigation.
Ability to learn quickly, pay attention to details, and work effectively with others and on your own in a fast-paced environment.
Strong verbal and written communication skills are necessary in order to interface with multiple teams on business and information management processes.
Desired Qualifications:
Understand the DoD Acquisition Process.
Knowledge of MRDC customers, processes, and guidelines.
General understanding of the Food and Drug Administration (FDA) 21 CFR Regulations and Guidelines.
Knowledge of project planning, preparation, and analysis as appropriate to all functional areas.
Pay Range:
Pay Range $52,650.00 - $81,000.00 - $109,350.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
