Job Description:

Leidos is hiring a Chief Engineer/Project Manager to perform a variety analysis for an applied RD T&E contract at White Sands Missile Range in New Mexico. You will get to lead and work alongside a multi-disciplinary team of engineers and scientists, in collaboration with Government researchers doing interesting analysis primarily in an office environment. The successful candidate will: support military directed energy systems (HPM & HEL) from requirements analysis and performance specification development through the design, development, integration, testing, and fielding processes. Applies integrated systems engineering approaches in dealing with architecture data elements and architecture design and modeling. Follows a rigorous system engineering process to transform operational requirements into specifications, architectures, and configuration baselines. Ensures requirements traceability and testability. Develops, updates, and maintains systems architectures.

Primary Responsibilities:

Collaborates with stakeholders from DoD and the Defense Industrial Base to address and manage performance, cost, and schedule within prescribed baselines. Establishes technical criteria to judge development efforts against project/program requirements. Utilizes strong verbal/written communication skills, and presentation skills, as well as exceptional attention to detail to communicate with senior leaders from academia, industry, and the DoD. Evaluates, initiates, plans, executes, monitors, and coordinates multiple projects and tasks simultaneously with minimal supervision. Understand and lead discussions among subject matter experts to form technical working groups capable of addressing DoD modernization priorities to include: 5G, Machine Learning & Artificial Intelligence, Directed Energy (HEL & HPM), FNC3, Hypersonics, Cyber and Space. Expertly identifies risks and develops appropriate mitigation strategies.

Basic Qualifications:

  • Requires a BA degree and 12 – 15 years of prior relevant experience or Masters with 10 – 13 years of prior relevant experience.
  • An active Secret Security Clearance
  • Must be able to attend in person meeting at White Sands Missile Range NM, New Mexico State University Las Cruces and Kirtland AFB NM, up to three times a week.
  • Professional technical leadership experience performing in the Military, Industry or DoD.
  • Proficiency in Microsoft Office Suite applications and project management tools
  • Experience in the fields of project management, directed energy, electronic warfare, information technology management.
  • Experience with directed energy modernization projects.
  • Understanding of DoD doctrine, policies, protocols, and command structures
  • Understanding of Joint All-Domain Operations (JADO) and Joint All-Domain Command and Control (JADC2)
  • Experience with US Army Corps of Engineers planning and validation charrettes and MILCON projects.
  • Management and leadership experience with teams greater than 100 personnel

Preferred Qualifications:

  • MA/MS degree or higher in technical or scientific field
  • Current Top Secret-SCI Security Clearance
  • Experience communicating with C-level leaders and senior military leaders
  • Knowledge of the integration, validation, and verification of military weapons systems.
  • Understanding of network architectures required to support Modeling and Simulation (MODSIM) for Joint-integrated T&E using Live, Virtual, and Constructive (LVC) approaches
  • Experience with sensors and systems related to low- and high-energy lasers.
  • Understanding of operations at High Energy Laser Systems Test Facility (HELSTF)
  • Recent experience with directed energy research and development programs.
  • Experience including mission area analysis to define mission operational requirements and concepts of operations, development of system concepts, conduct of system trade studies, generation of system performance and functional requirements.
  • Proficiency in requirements development and military standards, interface development, architectures, states & modes, functional flow diagrams, and engagement sequencing.
  • Knowledge of and experience with DoD acquisition process, experience writing and reviewing proposals
  • Management and leadership experience with teams greater than 100 personnel
  • Presentation and authorship experience at state and national level professional organizations

Pay Range:

Pay Range $101,400.00 - $156,000.00 - $210,600.00
