The Integrated Mission Operations Group at Leidos has an opening for a Program Manager to work at our Stennis Space Center location.  This is an exciting opportunity to use your experience and expertise in support of the US Naval Oceanography Program.  In this mission, we support the Navy’s responsibility to execute operational oceanography; meteorology; precise time and astrometry; and Geospatial Information and Services (GI&S) to the operating forces of the Navy and (DoD). The Naval Meteorology and Oceanography Command (NAVMETOCCOM), with its subordinate organizations, is responsible for compiling, processing, assessing, and analyzing oceanographic, atmospheric, and other types of environmental data, which have a critical impact on naval operations.

Must possess an active Secret clearance, with the ability to obtain a Top Secret clearance.

As Program Manager, you will lead overall contract support operations. The Program Manager provides guidance and management oversight for all contract areas and serves as the principal Contractor representative to the government for all matters regarding project administration and reporting. You will also utilize your technical expertise and experience to guide opportunities for efficiencies, advancements and the integration of emerging technologies in this dynamic field.  The Program Manager position is a full-time position.

Primary Responsibilities:

  • Responsible for performing day-to-day management of overall contract support operations and meeting all technical, financial, contractual and performance requirements to bring about the successful completion of specific program goals and objectives.
  • Serve as the main point of contact for the Contracting Officer (CO), the Contracting Officer’s Representative (COR), the Government Program Manager, other NOP stakeholders, and the Contractor’s senior management
  • Directly contribute to program efforts in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, innovation, and quality assurance activities
  • Utilize expert communication skills needed to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents
  • Responsible for program/project management operations and resourcing of all program and project requirements, including staffing, Government Furnished Equipment (GFE) accountability, and tasking responses
  • Communicate and coordinate the resolution of all project-related problems to the appropriate project Government lead

Basic Qualifications:

  • Bachelor's degree and at least 8 years relevant experience, to include at least 5 years of experience managing a complex project, Task Order, or program of similar size, including managing a remote workforce and dispersed customer/company site employees
  • Project Management Professional (PMP) certification, or five years of experience in successfully managing similar technical projects
  • Must hold or be able to obtain a SSBI T5 Secret security clearance or above
  • Recent program management experience providing IT support contract services
  • Familiarity with and experience engaging with the US Navy
  • Experience in at least 2 of following areas: Naval Systems Architecture and Engineering; Mission Software Maintenance, Enhancement, and Engineering; Data Architecture and Modeling; Web-Based Distribution

Preferred Qualifications:

  • Experience, either as a user or a developer, with meteorological and oceanographic data collection, processing, modeling and product dissemination systems
  • Familiarity with and experience engaging with Naval meteorology and oceanography community stakeholders and partners, such as Naval Meteorology and Oceanography Command (CNMOC), Naval Oceanographic Office (NAVOCEANO), and Fleet Numerical Meteorology and Oceanography Center FNMOC, Fleet Weather Centers (FWC) San Diego and Norfolk
  • Experience as (or equivalent to) Naval Meteorology and Oceanography [METOC] Officer (Designator 1800)
  • Project Management Professional (PMP) Certification
  • Agile Scrum Master Certification

Pay Range:

Pay Range $113,100.00 - $174,000.00 - $234,900.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
