Job Description:

We are looking for professionals who are passionate about nuclear security and nonproliferation missions, people who are motivated to make the world a safe place by working with foreign partners to eliminate the spread of nuclear materials, components, and weapons.  Professionals with experience working to strengthen the capability of partner countries to detect and interdict WMD-related trafficking across borders or through maritime jurisdictions.

This is a full-time remote position that may require up to 10% domestic and international travel.

Required Clearance:  A DOE Q clearance (or DOD TS clearance that has been investigated within the past five years) is required.

Primary Responsibilities:

  • Managing and overseeing all aspects of a multi-million-dollar implementation program supporting efforts to detect and stop the spread of radiological and nuclear materials with partner countries.
  • Working with federal program managers, national laboratories, international organizations, and partner countries to define and validate requirements, identify tailored technical solutions, and review/approve designs for recognized border crossings, “green” boarders, “administrative lines” (or other areas not internationally recognized as a border crossing), and areas within the partner country.
  • Manage the deployment of detection and search equipment, and associated equipment/platforms and security systems to enhance partner capabilities by leveraging intelligence, law enforcement and technology.
  • Manage integration of complementary equipment for law enforcement such as backscatter x-ray, metal detection, and explosives detection.
  • Manage relationships with other contractors, including vendors, to provide equipment-specific expertise
  • Manage the design, integration, construction, communications, and engineering support for technical solutions
  • Identify, enlist, and work with subcontractors in partner countries to prepare or repair sites and equipment; install or provide equipment (stationary, mobile, and portable radiation detection systems); and develop training and sustainment plans for tailored equipment and systems. Integrate equipment and training within existing activities.
  • Manage and oversee international logistics and planning to include (but not limited to) temporary storage, shipping and export control issues, taxes, permitting, site access, and scheduling.

Required Education and Qualifications:

  • Bachelor’s degree or equivalent.
  • At least 15 years of relevant experience.
  • Demonstrable experience managing multi-million-dollar international programs (>$100M) involving partner countries, logistics, installation, training, and sustainment plans. 
  • Experience working with foreign partners both remotely and in person.
  • Experience executing work with partners of a variety cultures
  • Experience working within the FAR and export control rules and regulations
  • Excellent communication skills including interacting with senior and executive management on complex issues.
  • Experience supporting federal nonproliferation programs and managers at NNSA or DTRA.
  • Experience coordinating and collaborating with the nuclear security enterprise including federal program managers, M&O contractors, other contractors, and international partners.

Preferred Qualifications:

  • Project Management Professional (PMP) or Program Management Professional (PgMP) certification
  • Technical knowledge of nuclear detection equipment and systems
  • Experience with NNSA Nuclear Smuggling Detection and Deterrence or DTRA Proliferation Prevention Program (or predecessor programs such as NNSA SLD) strongly preferred.

Pay Range:

Pay Range $128,050.00 - $197,000.00 - $265,950.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
