Job Description:

The Health Group at Leidos currently has an opening for a Sr. Program Manager for our Military and Veteran’s Health Operation / Federal Health Solutions Division. This position will be based in our Reston, Virginia office. This is an exciting opportunity to lead a transformative team of geographically dispersed team of logistics and supply chain experts supporting the Department of Veteran’s Affairs and its mission to modernize its enterprise supply chain in support of veterans and their families.  The successful candidate will be responsible for managing and executing the Enterprise Supply Chain Management Modernization effort for the Depart of Veterans Affairs.  


  • Directs the overall management of the VA program within Military and Veteran’s Health Operation / Federal Health Solutions Division.

  • Responsible for a profit and loss of this program and for supervising a team of professionals to ensure the attainment of operational, financial, and strategic business goals.

  • Responsible for selecting, organizing, and managing program leadership.

  • Responsible for establishing objectives, plans and budgets. Relying on senior product leads/project managers to implement strategic direction, guidance, and company-wide policies.

  • Communicates and negotiates with leaders within and outside of the company. Primary liaison between program and Military and Veteran’s Health Operation / Federal Health Solutions Division.

  • Develops, maintains, and leverages key customer relationships inside the VA. Drives the importance of those relationships through the organization.

  • Develops, maintains, and leverages relationships with subcontractors, teammates, and suppliers. 

  • Actively engages in new business and on-contract growth activities stemming from the Enterprise Supply Chain Modernization program.

  • Develops employee base to achieve high degree of employee retention and performance, including the identification and development of future leaders in Leidos.

  • Makes performance-based personnel decisions to meet customer and corporate commitments.

  • By personal example, sets the tone and direction for moral and ethical leadership. Continues to build a culture grounded in the Leidos values, beliefs, expectations, and highest standards of ethical and respectful behavior.  Promotes improved diversity and inclusion, transparency. and cross-group collaboration.

CUSTOMER SCOPE:  Department of Veterans Affairs

  • Develops, maintains, and leverages key customer relationships inside the VA. Drives the importance of those relationships through the organization.


  • Ensures that return on capital is maximized and short- and long-term objectives are met for the program.

  • Holds ultimate accountability for program (technical, schedule, and financial).

  • Makes decisions that drive the short-term success, profitability, and growth of the program.

  • Responsible for growing the business, inclusive of both new business and on-contract growth.

  • Provides  input to Military and Veteran’s Health Operation / Federal Health Solutions Division Annual Operating Plan (AOP) and other business commitments.

  • Collaborates with other Leidos entities to drive growth and performance on the program.


  • Bachelor’s degree with 12 years of supply chain management/logistics experience or master’s degree with 10+ years or prior relevant experience

  • 7 years of experience supervising or leading teams.

  • Prior experience supporting strategy development, analysis of alternatives, budget development, and program management activities for Federal or commercial customers.

  • Prior experience on a transformative IT modernization/logistics modernization program

  • Proven successful program execution. Successful performance delivering on financial, personnel, program execution, and business development objectives.

  • Demonstrated experience managing and leading large, geographically dispersed teams (including subcontractor, teammates, and vendors) in the execution of complex, time-bound projects, and tasks.

  • Demonstrable knowledge of industry best practices, advanced techniques, and solutions dealing with supply chain management procedures.

  • Exceptional communication skills and ability to communicate with leadership, staff, and customers.

  • Ability to develop and maintain accurate documentation for internal procedures and services.

  • Experience troubleshooting and resolution of issues in development, test, and production environments.

  • Experience coordinating with Enterprise Architects for integration with application services.

  • Proven prior experience working in an environment of uncertainty and continual change.

  • Prior experience of collaboration efforts outside the organization.

  • Demonstrated ability to identify, develop, and foster the organizational high potential talent to achieve career growth opportunities at higher levels in the organization.

  • Project Management Professional (PMP) certification

  • Security Clearance – Public Trust


  • Experience designing optimum technology solutions to meet customer transformation objectives using commercial off-the-shelf supply chain/logistics software or custom-designed solutions

  • Proven track record years of successfully shaping customer acquisition and IT enterprise requirements

  • Experience with supply chain processes and procedures and their alignment to VA requirements, programs, and objectives

  • Policy analysis experience including alignment with customers’ strategic objectives

Pay Range:

Pay Range $124,800.00 - $192,000.00 - $259,200.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
