Under the Service Management, Integration, and Transport (SMIT) portion of NGEN, the Leidos team is delivering the core backbone of the Navy-Marine Corps Intranet, including cybersecurity services, network operations, service desk, and data transport. Job Summary:

Leidos is seeking a Mid-Level Program Analyst to support End User delivery efforts to ensure operational readiness for execution. SMIT is the largest IT services program for the Navy. Under the Service Management, Integration, and Transport portion of SMIT, the Leidos team will deliver the core backbone of the Navy-Marine Corps Intranet, including cybersecurity services, network operations, service desk, and data transport. Ultimately, Leidos will support the Navy in unifying its shore-based networks and data management to improve capability and service while also saving significant dollars by focusing efforts under one enterprise network.

The Mid-Level Program Analyst will serve as a member of the SMIT Enterprise Operation Team and provide direct support to the Assistant Directors for Network Operations and Service Delivery supporting the program’s operational efforts including, but not limited to, Financial Management, Contract Management, Staffing, CDRL management, human resource management, and program review support. The ideal candidate will need to have an understanding of project management processes in order to support the NGEN-R SMIT Contract operational team.  In this position, the Program Analyst will need to exhibit strong leadership skills, working with program and functional stakeholders in order to drive tasks to closure.

Primary Responsibilities

  • Prepare and update operational plans which includes Leidos personnel, contractors, and non-related headcount expenses to meet schedule and cost requirements

  • Monitor and enforce budgetary restrictions on salaries and purchasing expenses

  • Maintain staffing data and staffing metrics, providing reports to leadership team as needed

  • Works with finance team to understand and report monthly/annual variances within the forecast to leadership team

  • Support leadership activities associated with cost and headcount to identify cost saving initiatives

  • Responsible for ensuring completion of project documents; makes certain they are uploaded into systems of record to track established performance metrics and historical trends

  • Responsible for overall tracking of Enterprise Operations issues and concerns that will assist leaders with the management of complex issues that range from program management, CDRL Management, Financial Planning, and Recourse management which may require you to deal with and/or resolve corporate sensitive, politically sensitive, and complex challenges.

  • Interfaces with task and functional leaders, subcontractors, and support personnel

  • Work in conjunction with leadership team to ensure all staffing actions are completed by the required due date

  • Work with leadership to understand and define resource needs to ensure operational readiness

  • Organize and manage high-level meetings and events for leadership meetings (support agenda and slide creation, announcements, post event collection and storage of final artifacts)

  • Assist with the development of content for program reviews and contract milestones

  • Assist with the compilation of program documentation inclusive of work instructions, management plans, and directives

  • Work with functional support teams, including project controls, contracts, subcontracts, and security, to assist with program requirements

Basic Qualifications

  • Currently possess an active DoD SECRET security clearance.

  • Requires a BA degree and 2 – 4 years of prior relevant Finance experience or Masters with less than 2 years of prior relevant Finance experience.

  • Possess an advanced level of knowledge and experience with Microsoft Office suite (Word, Excel, Outlook, and PowerPoint).

  • Be a highly organized professional with strong attention to detail and follow through with the ability to handle multiple, complex tasks and establish priorities.

  • Have general knowledge of Project Management techniques

  • Have the ability to work independently without significant guidance and be able to exercise good judgment, taking initiative when necessary.

  • Have excellent analytical problem-solving skills with ability to leverage experience to anticipate, identify and resolve problems or obstacles resourcefully with diplomacy and efficiency.

  • Exude highly effective interpersonal skills and have strong communication skills, both verbally and in writing, and have the ability to interface professionally with all levels within and outside the Company, to include demanding or challenging individuals.

  • Be a dedicated and enthusiastic individual and have a strong desire to handle new challenges.

  • Possess demonstrated experience working with confidential information and ensure sensitive information is not shared inappropriately.

  • Plan to work outside of the core schedule as needed periodically to assist with special projects.

  • Assist with the maintenance of staffing data and staffing metrics, and providing reports to leadership team as needed

  • Able to multi-task, self-assign work, and function in a dynamic, fast-paced environment

  • Good verbal and written skills

Preferred Qualifications

  • Experience with collaboration sites, such as SharePoint.

  • Knowledge of the Leidos organization, policies, and procedures, Business Unit, Group, and Company is strongly preferred.

  • An ability to maintain a flexible outlook with the willingness to accept additional assignments as needed.

  • Experience supporting multiple senior level management projects and tasks

  • Experience working with Senior Program Management Office leaders for very large DoD contracts

The pay range for this position is $60,000.00 - $70,000.00.

SMIT - NMCI

Pay Range:

Pay Range $52,650.00 - $81,000.00 - $109,350.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
