Job Description:
The Homeland Security Solutions Operation within the Intelligence Group at Leidos currently has an opening for an experienced Human Capital (HC) Subject Matter Expert (SME) to work in Reston, Virginia. The HC SME will Support a talented team in developing, operating, and maintaining Human Capital systems for the Transportation Security Administration (TSA). The scope of the program includes Agile development, systems engineering, Agile Software development, integration of Commercial-off-the-shelf (COTS) software, and test and evaluation, implementation, and operations and maintenance (O&M) activities of the TSA HC portfolio of applications.
Primary Responsibilities:
Functions as the primary Human Capital liaison between TSA and the Leidos engineering team.
Assists the customer in the translation of customer HC policies and business processes into system requirements that facilitate the customer HC process.
Coordinates the collection, analysis and preparation of requirements for applications change orders
Supports the development of test materials and conduct of system tests to ensure change requirements have been met and are operating properly.
Prepares and communicates change request impact documentation to the customer.
Researches, analyzes, and documents system incident reports and communicates them to the customer.
Recommends methods and procedures to create possible alternative solutions to moderately complex HC problems.
Understands the strategic direction of the government customer management as it relates to Human Capital IT.
Supports Proposals. Ensures proposals reflect the HC requirements as documented by TSA
Supports problem resolution of application issues.
Ensures that appropriate resources are coordinated and working the issues and communications
Provides internal and external updates on issue resolution
Coordinates incident reports and final resolution with TSA
Possesses leadership qualities; demonstrates good judgment, and strong organizational and analytical skills
Must have a knowledge of HC management; knowledge of Federal HC management, rules and regulations.
Must possess excellent written and oral communication skills
Must have the ability to comprehend, analyze and interpret complex documents. Ability to solve problems involving several options. Requires advanced analytical and quantitative skills.
Proficient in the use of Microsoft office applications.
Basic Qualifications:
Federal government human capital operations experience spanning hiring (job classification, rating and ranking, onboarding), personnel action processing, benefits, and payroll operations.
Work Experience with: USA Jobs, USA Staffing, USA Hire
Relevant experience as a Senior HR Specialist
Experience supporting Federal HC system develop projects
Knowledge of Federal government HR processes, procedures, regulations, and systems
Excellent written and verbal communication skills.
Strong organizational and analytical skills.
Ability to provide efficient, timely, reliable, and courteous service to customers.
Ability to effectively present information to government HC representatives and Leidos development teams.
Experience leading requirements gathering sessions with development team members and the government customer.
Ability to comprehend, analyze and interpret complex documents.
Ability to solve problems involving several solution options.
Skill in making decisions made with thorough understanding of procedures and government policies to achieve results and deadlines.
Ability to provide Level of Effort (LOE) details for potential functional analyst efforts.
Experience working with development teams to test system modifications
Assisting with planning and executing data conversion activities (e.g., test data) and configuration
EOD (Public Trust) clearance required
Education: Bachelor’s degree in a field applicable to the position, with 10+ years of related experience. Additional experience may be considered in lieu of degree.
Preferred Qualifications:
Experience with the National Finance Center operations and systems (EmpowHR, Personnel payroll system, EPIC, payroll technician support systems, reporting systems)
Experience working with software development teams
Experience estimating the effort to implement requested changes to human capital support systems
Experience supporting problem resolution of HR systems
Pay Range:
Pay Range $118,300.00 - $182,000.00 - $245,700.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
