The Defense Group of Leidos has an exciting opportunity for a Senior Finance Manager within the E&CS Operation. The successful candidate will report to the Finance Director in support of the Next Generation Enterprise Network--Service Management, Integration, and Transport (SMIT) contract.
The SMIT contract will provide secure end-to-end Information Technology (IT) services to more than 400,000 hardware devices and 600,000+ users at over 1,600 Continental United States (CONUS) sites and over 82 OCONUS site across Asia, Europe, and the Middle East; constituting one of the largest combined networks in the world.
We’re looking for a dynamic leader who can work with program personnel/leadership, external customer stakeholders, and Leidos senior leadership. This position will manage a staff of analysts supporting a portfolio as well as support IDIQ-level initiatives, such as financial reporting and enhancements, AOP planning, and program EAC reviews. The position will have a significant impact on the program’s process and procedure development. This position requires a problem solver that can pull together knowledge from a broad range of subjects to produce thorough analyses of complex, challenging issues, and use those analyses to find solutions.
Primary Responsibilities
The roles and responsibilities of this position include:
- Create and execute proposal activity by developing business cases, financial modeling, price strategy implementation, and justifying fee waivers. Once awarded, this information will be used to create initial EACs and help drive financial decisions.
- Responsible for ensuring all deadlines are met, developing comprehensive EAC consolidating many task orders. This will also include the management of budgeting, forecasting, managing subcontractor hours, cost, and funding needs, as well as identifying and managing risk at the individual project level and comprehensively at the portfolio level.
- Responsible for planning and overseeing diverse activities within the Projects Portfolio and leading a team of junior and experienced professionals, leading the team and building morale, coaching, and empowering the team.
- Manage team’s workload, help them understand how to manage competing priorities, financial compliance, and backfill for them when necessary.
- Responsible for mentoring and training entry-level employees
- Effectively communicate with executive leadership (internal and external). Communication will be done through the formal R&O process and informal manners when needed. They will communicate critical business insight and recommendations to achieve the program’s current and future financial goals resulting in cost reductions and Operating Income improvement.
- Support program invoicing, status and risk of funding and deliverables
- Support the line financial goals for project planning and execution to meet customer expectations, revenue and project maximization, time sold goals for efficient resource utilization, and ensure all financial plans and forecasts are rigorous and fully comply with all corporate and Sox control expectations (EACs and audits)
- Experience with reading and comprehending project schedules to ensure accurate forecasts are created and monitoring against the schedule for updates
- Evaluate, monitor, and implement the Business Operations team's policies, practices, and operational performance standards.
- Utilize accounting and business intelligence software to collect and independently analyze financial information with an understanding of cost and schedule development and controls to include the tools required for the implementation of an Earned Value Management System
- Influence the development of solutions that impact strategic project goals and business results, as well as recommend and implement new solutions, processes, policies, and standards
- Implement cost control measures and metrics to define risk and performance as well as variance analysis
- The position requires strong organization, analytical, presentation and interpersonal skills. Successful candidate must evaluate, monitor and implement policies, practices and functional performance standards for the Business Operations team. In addition, candidate must possess the ability to work independently, in a team environment, with various organizational levels and manage multiple priorities.
Basic Qualifications
- Requires a BA/BS or equivalent experience and 8+ years prior relevant experience or Masters with 6+ years prior relevant experience.
- Minimum of 4 years experience supervising or leading teams or projects.
- Experience leading and managing high performing teams
- Comprehensive Program Finance and Financial Planning & Analysis experience; familiar with multiple contract types
- Detail oriented, independent worker, with a strong attention to detail and accuracy
- Must have strong Microsoft Excel experience and government contracting experience
- Must be a US Citizen and have the ability to obtain and maintain a DoD Secret Clearance
- Proposal development and business case analysis experience
Preferred Qualifications
- Knowledge of Leidos Financial Systems and Contract Setup Processes
- Experience with Oracle Business Intelligence and Hyperion
Pay Range:
Pay Range $105,300.00 - $162,000.00 - $218,700.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
