Job Description:

The Leidos Civil Group is seeking a mid-level Financial Analyst to join the National Airspace System (NAS) Integration Support Contract (NISC IV) team in the Washington DC office. The positions will provide support to the Federal Aviation Administration’s (FAA) Strategic Management Group (AJW-2A) with project/program financial planning and budgetary tasks arising from Terminal Services analysis, and providing general support to program. The Financial Analysts assist senior level management with transition and implementation program management and support.  

Primary Responsibilities

The mid-level Financial Analyst will assist FAA to ensure smooth and effective planning and execution of Program budgets and procurement management systems, and assist with managing, tracking, reconciling the budget.  This support includes but is not limited to:

  • Performing required budget formulation and execution activities.

  • Assists SMG program management in development and definition of scope, requirements, budgets, and metrics as necessary.

  • Assists in preparation of NISC task order budgets and recommendations as necessary.

  • Developing plans, timelines, cost/resource estimates, tracking action items and their resolution, and updating project/program plans and documentation.

  • Developing the Resource Planning Document(s) (RPD) and CIT Workbook(s) with constant update.

  • Developing draft White sheet(s) for the following year’s OMB Budget submission.

  • Processing Procurement Requests (PR), Budget Authorizations (BA), and Project Authorization (PA) requests.

  • Working with various stakeholders and teams (contracts, finance, capitalization, engineering) and serving as a liaison for the Program Office.

  • Assisting with financial and budget data entry into DELPHI, PRISM, REGIS, SPIRE, and CWP in a timely manner.

  • Utilizing FAA financial systems, including DELPHI, PRISM and REGIS to validate planned and executed expenses related to the program – As requested by the GTI.

  • Providing weekly updates on expenditures, estimated costs, and validation of expenditures; Reconciling expenditures in Delphi and Regis; tracking planned expenses for the quarter; coordinating with Service Area and HQ Program Managers regarding the status of funds.

  • Performing budget analysis and presenting financial information as required for the overall management of the Terminal Services program.

  • Conducting financial and business analysis, planning, and tracking for multi-year funding.

  • Tracking budget and requirements against a baseline and monitor the overall financial health of the Program.

  • Monitoring day-to-day day activities or incidents that impact requirements and budgets, analyze program resource requirements, fund reduction impacts, and budget data/information and documentation.

  • Tracking budget authorizations, commitments, and obligations at headquarters and Service Area (SA) levels.

  • Maintaining a system of records of allowances, commitments, and obligations/expenditures that effectively informs managers of budget and resource use and availability status.

  • Continuously monitoring and analyzing obligations and expenditures versus allowances, cuff records, and DELPHI reports for those allowances, to determine reasons for any discrepancies between actual and projected requirements.

  • Reporting findings, recommending any needed corrective actions or proposed solutions, and assist in the execution of accepted recommendations or solutions.

  • Developing and preparing reports, spreadsheets, and graphics for financial reporting purposes that show pertinent status information according to program office needs. Financial activities will include research, planning, generating reports and process documentation, and advising FAA program managers.

  • No business travel anticipated

Basic Qualifications

  • Typically requires a BA degree and 8 – 12 years of prior relevant experience or Masters with 6 – 10 years of prior relevant experience.

  • Well-organized, schedule-driven, and able to multi-task to meet tight deadlines.

  • Strong analytical skills to support variance reporting and quick turn ad hoc analysis for leadership.

  • Proficiency with MS Office Suite, specifically Excel, Word, and PowerPoint, including DELPHI, PRISM and REGIS.

  • Demonstrated ability to work independently, requiring minimal guidance and support.

  • Knowledge of Federal Government Budget Formulation and Budget execution process.

  • Must be able to pass Public Trust security investigation prior to starting.

Pay Range:

Pay Range $72,150.00 - $111,000.00 - $149,850.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
