Job Description:

Leidos is seeking a highly accomplished Program Construction Manager with the proven ability to successfully plan and execute multi-disciplinary construction projects and deliver consistent high-quality results. The ASC Program Construction Manager (PCM) will coordinate, staff and oversee all of the construction activities for the program at all ASC stations. In addition they will coordinated site support with other ASC functional area, Operations and subcontractors as needed in the project planning stages. The PCM will oversee construction superintendents, trade supervisors, and tradespersons and is responsible for managing resources tied to construction activities and change control activities if needed. The position also includes overseeing execution of subcontracted construction activities to ensure delivery of those scopes of work in compliance with specifications, schedules, quality and other project requirements. 

About the Antarctic Support Contract:

Leidos Antarctic Support Contract (ASC) is the prime contractor to the National Science Foundation (NSF) in support of the United States Antarctic Program (USAP). Leidos supports the NSF’s Office of Polar Program’s Antarctic Infrastructure and Logistics by aligning with their Mission and Vision Statements:

  • Vision:  Expanding our scientific reach in Antarctica through increased operational and logistical effectiveness.

  • Mission:  To provide the operational and logistical platform necessary for the U.S. to conduct world-class science in Antarctica and maintain its active and influential presence on the continent.

Leidos ASC provides science and logistics support for approximately 150 science and technical events across three geographically remote research stations; McMurdo Station, Palmer Station, and South Pole Station and several deep field sites across Antarctica. Each station or field site supports world class research across multiple science disciplines.  The planning and implementation of science support requirements in Antarctica is a critical part of our mission.


  • Provide oversight, direction, integration and collaboration roles such as: 

  • Construction Management  

  • Support information for Project Status Reporting and Presenting.

  • Project support organization integration and collaboration.

  • Supervises planning, installation, inspection and testing verification.

  • Oversight of on-site construction supervisors.

  • Construction operations (direct hire and subcontractor) from Title I-Title III for assigned projects.

  • Assure performance of craft personnel, Field Engineers, and site safety initiatives.  

  • Serve as a leader in problem solving, field execution facilitation, communications, and continuous safety and quality process improvement.

Primary Responsibilities:

  • The ASC Construction Program Manager has overall responsibility for the successful execution of construction activities for all Capital, and minor recap projects. Responsibilities include:

  • Supervision of the ASC construction staff of Construction Managers and ensures they are trained and following process and procedures.

  • Interfacing directly with PMs to coordinate field schedules, resolve issues, lead/support negotiations for change orders, and ensure phasing is efficient  

  • Collaborate in the development and review of upcoming construction efforts.

  • Leading constructability aspects through project life cycle Performs planning and estimating as required to support construction estimates, schedules, and procurements. This may include schedule development support, design reviews, constructability reviews, development of material take-offs and “bills of materials” based on engineering design drawings and project specifications.

  • Overall lead person ensuring ASC construction has policies and procedures that are based on industry practices and facilitate a safe work environment and quality product.

  • Ensuring subcontractors are performing according to design, safety and quality aspects called out in the construction execution plans and contracts.

  • Partnering with Mission Assurance to strengthen the safety and  quality culture and continuously improve safety performance within ASC construction activities.

  • Maintain alignment with Area Managers, Functional organizations and subcontractors on site work plans and required resources.

  • Overall responsibility to ensure construction staff is coordinating and planning for availability of equipment, tools and materials required to execute self-perform scopes of work.

  • Responsible for change control during the construction phase of projects and for managing budgets tied to construction activities.

  • Participates in project meetings/teleconferences to monitor progress, implement procedures, ensure compliance with specifications and standards, and ensure safety procedures are being followed.

  • Ensuring that reporting of project progress in relation to project schedules, and updates to construction schedules at being completed accurately and at the required intervals.

  • Clear, concise and timely documentation of construction activities from all Construction Managers.

  • Support continuous improvement of project execution through embracing solid KPIs, and performance standards enhancements.

  • CAM responsibilities and signatory authority for the ASC Construction Management Staff cost control account and other accounts.

  • Developing training requirements for staff and implementation.

  • Communicates professionally, both orally and in writing, with subordinates as needed to relay information they need in order to be successful in their jobs. This includes, but is not limited to, staff meetings, performance appraisals, job requirements, projects, quality standard procedures, and safety practices.

  • Performs other duties as required. 

*** Deployment to Antarctica will be required at the discretion of management (approximately 1-5 months / year). The individual in the position must successfully complete the physical and dental examinations as required by the National Science Foundation for deploying to Antarctica. Failure to meet these requirements may result in withdrawal of employment offer or other employment action. ** 

Required Experience:

  • A bachelors degree with at least 8+ years of relevant experience is required. Equivalent work experience is considered in lieu of a degree. 

  • 6+ years of construction supervision experience.

  • Experience managing field crews and coordinating multiple subcontractors simultaneously.

  • Experience supervising trades employees, project construction schedule development, and project cost estimating/validation is required.

  • Experience managing field changes, quality control inspections, final punch lists, progress reporting, and other activities supporting final completion. 

  • At least 5 years’ experience in procurement and subcontracts management to include: various contracting types, negotiations, development of SOW’s, RFI’s, and RFP’s, and selection of vendors. 

Preferred Qualifications:

  • At least 5 years’ experience supporting or leading state or federal government projects. 

  • At least 5 years’ experience in the use of Earned Value Management. 

  • Experience executing construction projects in remote and logistically challenging locations. 

  • Experience working in a matrixed organization of Project Managers, Construction Managers, Engineers, Estimators, Project Controls, and Drafters. 

  • Experience developing and reviewing project schedules for completeness and accuracy. Primavera and Microsoft Project experience preferred. 

  • PMP Certification

Must be able to obtain a Public Trust security clearance.

US Citizenship or Permanent Residence is required for this position.

Pay Range:

Pay Range $105,300.00 - $162,000.00 - $218,700.00
