The NISC IV program within the Civil group at Leidos is seeking a senior Financial Analyst to support the FAA’s Office of Performance Analysis by performing a wide range of program office support functions including but not limited to, developing and tracking FAA Acquisition Management System (AMS) required artifacts to facilitate accomplishment of management and project administrative objectives. The overall achievement goal is to provide planning and organization to bring about the successful completion of specific program goals and objectives.
Primary Responsibilities
Assist the FAA in defining financial and schedule requirements based on AMS required artifacts. Develop financial products based on Software Evaluation and Estimation of Resources/Software Estimating Model (SEER/SEM) function point analysis. Develop Lifecycle Cost and Schedule models using SEER for Software. Create and track the schedule to accomplish the Final Investment Decisions following AMS processes. Develop business case products to support business case reviews. Create and track implementation schedules to ensure the successful completion of task and measure progress. Support financial reviews and provide responses to financial questions. Develop Benefit Estimating Plan. Perform benefits analysis and document results in a Business Case Analysis report. Coordinate with appropriate FAA offices for the accomplishment of their respective financial and schedule related activities. Develop information and briefing materials for response and presentation to executive management and other parties as necessary.
Provide support to the Team by keeping track of incoming workload, coordinating needed activities with various FAA stakeholders, updating the progress of the workload and providing weekly and monthly status reports including charts and graphs. Assist in the preparation of formal documentation (including briefings) and present plans, recommendations and results to a wide variety of audience.
Basic Qualifications
Requires a BA degree and 12 years of prior relevant experience or Masters with 10 years of prior relevant experience or if no degree, additional related work experience can be substituted.
- Knowledge and experience with SEER-SEM and function point analysis.
- Proficiency with Microsoft Office.
- Ability to support customer and other program staff with appropriate financial reporting products.
- Ability to maintain documentation on projects including design notes, design calculations, work logs, vendor contacts and other documentation
- Ability to work well with engineering and management staffs including external organizations to ensure timely follow up and on-time project completion
- Excellent oral and written communication skills with the ability to handle multiple tasking and deadlines
Preferred Qualifications
- Experience with the FAA Acquisition Management System (AMS)
- Proficiency with SEER for software to model project cost and schedule analysis
- Familiarity with FAA and the FAA Corporate Work Plan.
- Experience with systems engineering or software development on information technology and database systems.
Pay Range:
Pay Range $105,300.00 - $162,000.00 - $218,700.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
