Job Description:
Leidos is seeking a Director of Capture Management to lead a small team of capture managers and, at times, lead medium to large sized capture efforts of high complexity and strategic value. The successful candidate will oversee the assignment and mentorship of capture managers while helping them to create upfront capture plans that accurately forecast resource needs and ensure quality proposal artifacts are developed. This leader will also partner closely with functional and operational leads to resource the team’s priority pursuits.
The Director of Capture Management helps to position the Civilian Health Solutions (CHS) operation for growth by synthesizing data on customer engagement data, customer buying priorities and patterns, competitor knowledge, corporate solutioning and effective pricing, in a manner that advantages Leidos. The position will include developing capture strategy and business solutions to pursue opportunities, and support to capture manager’s as they define technical solutions and competitive assessments. The Director of Capture Management will help Capture Manager’s identify potential competitors, teammates and suppliers, perform position-to-win analysis; participate in bid and proposal activities and lead and integrate the assigned cross-functional team, including exercising leadership and authority over team activities of a pursuit if needed. . Travel will be on an as-needed basis
Primary Responsibilities
- The Director of Capture Management is responsible for the capture leadership of an assigned portfolio of opportunities in the Leidos Civilian Health market.
- The individual must thrive in an environment where they are responsible for the management and execution of the full life-cycle capture process across multiple simultaneous pursuits and proposals.
- This candidate should have a working knowledge of Leidos Health Group customer needs and pursuits related to those needs.
- This individual will be expected to identify gaps and emerging requirements, perform market and economic analysis, conduct business intelligence, design and execute formal capture plans, and monitor competitor activity for each capture.
- Candidates will mentor a team of capture managers who lead specific captures in developing capture resourcing plans up front, overall win strategies, develop, organize and execute significant capture activities, including building industry teams, assessing win probability, and executing customer call plans to shape acquisitions, in order to win business with new and existing customers.
- The Director of Capture Management will drive gate review schedules in accordance with Leidos ATO requirements, both for schedule and content.
- The candidate is expected to exercise sound judgment within broadly defined practices and policies; regularly interact with all levels of management, functional POCs, staff, and customers; and display a high degree of tact and diplomacy.
- Characteristics for success include: familiarity with Leidos capture process and practices, ability to tailor these practices for all size bids; strategic thinking; analytical presentation and problem solving skills; professionalism; the ability to gain internal support; and the ability to establish and maintain a solid working relationship with technical staff, functional staff, managers, and peers. Excellent written and oral communication skills are required.
Basic Qualifications
- Bachelor’s degree from an accredited college in a related discipline, or equivalent experience/combined education, with 15+ years of professional experience
- Demonstrated ability to capture business across a heterogeneous portfolio
- Mentoring and coaching experience with a diverse set of personnel who have a range of talent and capabilities
- Ability to positively influence culture through leadership, professionalism, and fairness
- A natural aptitude for developing accurate budgeting forecasting, financial analysis and impact to budget ability to assess ROI
- Diplomatic, persuasive and articulate communication style to establish and maintain rapport with internal and external customers / partners
- Professionalism in communication even in difficult situations
- Aptitude for milestone-based capture process; to include opportunity identification, developing business cases, and capture management
- Experience developing capture plans and budgets
- Proactive, superior attention to detail
- Project management and organizational skills
- Basic business acumen, strong analytical and problem solving skills, reliability and sound judgment
- Personal accountability, achievement, learning and continual improvement
- Ability to articulate complex issues into succinct, cohesive summaries and presentations

- Successful track record of significant and successful capture accomplishment and associated win rates with captures of all sizes
- US Citizenship required
Preferred Qualifications
- Health background or operational experience
- Prior experience managing teams in a dynamic and resource challenged environment
- Experience with federal government budget, investments and acquisition processes
- FEDSIM experience
- Ability to gain internal support, operate independently with limited supervision and feedback, and establish a solid working relationship with technical staff, division managers, and peers across Leidos
- Business development familiarity within the Health market and health industry base
- Self-starter and ability to manage time independently without direct supervision
- The ability to operate at the senior level and influence, negotiate and close actions
Pay Range:
Pay Range $142,350.00 - $219,000.00 - $295,650.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
