Description
The Project Manager will lead performance for a task order supporting the continued development and maintenance of the Defense Organizational Climate Survey (DEOCS). The DEOCS is a continually-administered survey that supports decision-making military and civilian organization leaders within the Department of Defense (DoD), by the Office of the Under Secretary of Defense (Personnel and Readiness) (OUSD [P&R]), other OSD organizations, and a wide variety of customers within the DoD. Office of People Analytics (OPA) requires support in maintaining survey analytic operations and implementing enhancements.
The Project Manager assumes responsibility for overall task order performance, individual project performance, deliverables, communication between the Leidos team and the Government, as well as all subcontractors that are part of the contractor’s team supporting the Government. The PM will provide project management capabilities, including scheduling and attending meetings, developing agendas, documenting meeting minutes, and coordinating survey review packages. The Analytical Support for OPA IDIQ indefinite delivery/indefinite quantity contract provides analytical and IT support to plan and analyze Department of Defense (DoD)-wide surveys, interviews, and focus groups and to conduct in depth analysis using various data sources. OPA is part of the Defense Human Resources Activity (DHRA), a DoD Field Activity tasked with enabling DoD policy offices to make decisions based on sound administrative/personnel record data and survey data. OPA Health & Resilience (H&R) and Retention & Readiness (R&R) focus on providing these offices with scientific survey data and related focus group and interview data.

Primary Responsibilities
Serve as the primary point of contact for the government on all areas of task order performance
Maintain and implement the Project Management and Staffing Plan
Oversee all operational support activities required by the contract, including regular status meetings, requirements documentation, creating and maintaining project timelines and deadlines, creating meeting notes, tracking task completion, monthly progress reports, and the teleconference post-award kick-off meeting
Track both internal and external H&R milestones
Ensure timely delivery of all task order deliverables including monthly progress reports, codebooks, datasets, outreach and training documents, user feedback survey analyses, methodology reports, Phase 2 Validation Analyses EDO Materials, and the First Annual DEOCS Report
Complete contractor manpower reporting
Develop collaborative relationships with key operational customers and stakeholders
Lead with operational discipline within a public company operating model
Drive effective alignment of business processes, technology, and human capital ensuring all business systems synchronized for maximum efficiency, deliverable execution and compliance, and client satisfaction
Define and lead to key metrics and performance indicators instilling best practices and processes
Lead contractual discussions and modifications to include identification of areas for enhancement and risk mitigation
Partner with other key corporate functions to ensure effective support and timely flow of accurate and dependable business data essential to managing the business
Execute revenue and cost objectives above expectations
Ensure compliance with relevant corporate and government policies and standards
Provide strategic direction and ensures planning and execution to meet and exceed contract deliverables
Prepare program summaries and reports for Government Contracting Officer’s Technical Representative (COTR) and others as required and/or requested
Provide advice on manpower utilization, workflow, and operational procedures to increase efficiency, productivity and make overall improvements for the program
Provide ad hoc reports as requested to answer quick-turn or emerging research questions from internal and external stakeholders using DEOCS data
Prepare requests for actions/proposals and other projects as needed
Ensure full compliance with all contract requirements, schedules, and provisions
All other duties as assigned
Basic Qualifications
Ph.D. in interdisciplinary field; 10+ years of experience may be substituted in place of degree
Be proficient in the use of Microsoft Office® software applications (Excel, Access, Word, Outlook, and Project) and SharePoint®
Possess strong writing and analytic skills
Ability to produce memos, information papers, and briefings in accordance with the latest edition of the Publication Manual of the American Psychological Association (APA)
Must be a U.S. citizen with the ability to pass a National Agency Check and Law Credit (NACLAC) and obtain/maintain a favorable FBI National Criminal History Check (contract requirement)
Preferred Qualifications
10 years of PM experience working in a military environment performing in a similar subject area
Project Management Professional (PMP) certification
Former Military/Veteran/Wounded Warrior
Pay Range:
Pay Range $78,000.00 - $120,000.00 - $162,000.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
