Job Description:
The Consultant provides expertise including an understanding of current survey best practices and appropriate implementation of the latest survey techniques and tools. Delivers presentations, leads client meetings, and performs assessments. Applies expertise and experience to execute Office of People Analytics (OPA) clients’ initiatives and lead efforts toward positive change.
The Analytical Support for OPA contract provides analytical and IT support to plan and analyze Department of Defense (DoD)-wide surveys, interviews, and focus groups and to conduct in depth analysis using various data sources. OPA is part of the Defense Human Resources Activity (DHRA), a DoD Field Activity tasked with enabling DoD policy offices to make decisions based on sound administrative/personnel record data and survey data. OPA Health & Resilience (H&R) and Retention & Readiness (R&R) focus on providing these offices with scientific survey data and related focus group and interview data. Data are related to attitudes and opinions on a wide range of personnel issues across the entire DoD community or specific topics or populations of interest to policymakers (e.g., financial issues, sexual assault responders, military chaplains). These data are used to formulate, monitor, and refine policies and programs affecting the morale, health, well-being compensation, benefits, training, selection, assignments, readiness, and retention of DoD personnel and their families.

Primary Responsibilities
Contributes to written reports and team projects
Assists with complex analyses of data
Provides advice on survey design, construction, and execution of survey studies
Assists with quick turn ad hoc analyses and requests for information (RFIs)
Provides advice and programming for performing analyses, technical notes or memorandum documenting the statistical issues considered, and recommendations made
Identifies trends and make recommendations for improvements
Provides analysis of trends and forecasts and recommend actions for optimization
Identifies and drives process improvements, including the creation of standard and ad-hoc reports
Creates charts, graphs, and presentations for OPA leadership and external clients
Develops recommendations to improve operations going forward
Produces ad hoc reports as requested
Ensures full compliance with all contract requirements, schedules, and provisions
All other duties as assigned
Basic Qualifications
Must possess at least a PhD or MA/MS (or equivalent) in area of specialty
At least 8 years of professional experience including at least 4 years leading projects
Has mastery to provide advice in a particular area of expertise
Be proficient in the use of Microsoft Office® software applications (Excel, Access, Word, Outlook, and Project) and SharePoint®
Possess strong writing and analytic skills
Communication skills to collaborate with colleagues and clients
Problem-solving skills to find multiple viable solutions for a challenge
Critical thinking skills to determine what data and information is useful for the task
Must be an U.S. citizen
Ability to pass a National Agency Check and Law Credit (NACLAC) and obtain/maintain a favorable FBI National Criminal History Check
Must speak fluent English
Preferred Qualifications
5 years of experience working in a military environment performing in a similar subject area
Former Military/Veteran/Wounded Warrior
Pay Range:
Pay Range $97,500.00 - $150,000.00 - $202,500.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
