Leidos is currently seeking a Proposal Development Lead to join the Civilian Health Solutions (CHS) Business Development team. In this role you will manage a small team of proposal professionals who will craft and prepare content for use in proposals submitted to the customer. You will assist Capture Managers in planning for and identifying resources, in particular writers. Additionally, this role acts as a senior proposal manager for larger or more complex proposals when needed. In this capacity, the Lead will develop technical, management, past performance, cost, and other proposal volumes for Health customers. The Proposal Development lead will ensure the timely submission of high quality, RFP-compliant and compelling proposals in whatever format the customer requires (e.g. hard copy volume, digital submission, orals presentation). This position reports to the Vice President of Business Development for CHS.
The location for this position is flexible. While most support can be provided virtually, during major proposal efforts, the Lead for Proposal Development will provide in-person support to the capture and proposal team wherever located.
Duties include but are not limited to:
Manages a small team of proposal writers to ensure excellence in proposal submissions of varying size and complexity across a diverse set of customers.
Provides oversight of production staff, writing teams, and manage and incorporates teammate/subcontractor contributions.
Participates in the formulation and review of proposal win strategies/themes, discriminator development, graphics development, and feature/benefit analysis.
Responsible for timeliness, quality control, and compliance of proposals.
Researches and gathers data for proposal section re-use.
Assists with appropriate use of graphics and other communications techniques.
Supports development of and population of content to a searchable proposal resource library.
Resources proposal requests in a timely, effective manner.
When needed, leads the development of complex, voluminous proposals in collaboration with the Capture Manager and a team of experts in diverse areas.
Develops proposal strategies that results in a high quality, compliant and compelling proposal that will score high and increase win probability.
Supports the development of orals with script writing, presentation development, feedback for presenters, and coaching to ensure compliant and compelling presentations.
Interacts effectively, both verbally and in writing, with senior leadership and staff including the capture manager, program/project manager, business development manager, and other functionals throughout the development of the proposal, both Pre-RFP and Post RFP.
Assists Capture Managers with the development of achievable schedules.
Manages compliance and the timely submission of the proposal by managing and controlling all proposal activities against the proposal schedule and the RFP's requirements.
On larger efforts, develops and conducts structured and organized proposal kick-off meetings to articulate the plan to develop the proposal and ensure all authors/writers/contributors understand responsibilities and expectations.
Assists in conducting proposal color reviews and/or collaborates with the assigned color review lead or chair in the conduct of color reviews that effectively achieve useful, actionable comments and recommendations from the review teams.
Effectively communicates with technical experts and proposal staff (e.g., desktop publishing, production, graphics) to achieve the objectives of the proposal effort.
Candidates must have the following qualifications:
BA/BS plus 12 years of proposal experience, technical writing, or presentation development
Experience with proposal writing or management experience. Additional years of experience accepted in lieu of a degree.
Demonstrated experience supporting or managing and developing proposal volumes (technical, solution, cost, and others).
Demonstrated experience developing and applying proposal management tools including but not limited to the following: proposal schedule, outline, compliance matrix, kick-off, storyboards, mockups, color review in-briefs and de-briefs, and others.
Demonstrated experience applying the rigor of formal proposal processes in the development of proposals.
Possess strong time management and prioritization skills, strong English language skills, excellent attention to detail, and good judgement in decision-making.
Experience with developing oral presentations.
Experience with coaching writers.
Ability to perform comprehensive and unbiased compliance reviews.
Strong leadership capability.
Desired Qualifications:
Relevant experience outside of proposal management (e.g., project management, capture management, account management) that enriches proposal management capabilities.
Experience supporting civilian health customers.
Experience managing a team of diverse individuals with various skills.
Pay Range:
Pay Range $105,300.00 - $162,000.00 - $218,700.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
