Job Description:

The Leidos Team is looking for a Senior Systems Engineer with experience in NATO BMD and an understanding of NATO Functional Services to join our NATO Ballistic Missile Defence (BMD) Systems Engineering and Integration & Test (SEIT) project team. The successful candidate will contribute to the execution of the Allied Command Transformation (ACT) Programme of Work for BMD to, specifically, deliver the BMD Concept of Employment (CONEMP) of the BMC3I for the NATO Command Structure (NCS). The CONEMP is a high-level narrative document providing an overarching view of how the BMD capabilities delivered will be used to support operational commands in the execution of BMD missions. The CONEMP focuses on how the materiel delivered by BMD will contribute to the other Doctrine, Organisation, Training, Materiel, Leadership, Personnel, Facilities, and Interoperability (DOTMLPFI) in accomplishing BMD missions and will be developed in close cooperation with the relevant stakeholders including but not limited to: war fighters deployed to NATO Commands, Bi-Strategic Command (Bi-SC), and engineers contributing to the BMD Programme and Command and Control (C2) implementation projects. The Contractor shall provide support to this POW by providing highly skilled resources with the appropriate expertise who are effective in coordinating the work and able to interact with BMD Architecture development team as well as with BMD Operators deployed at SHAPE and subordinate commands.

The above activities involve generation of documentation in UK English, as well as being involved and communicating with programme office personnel, stakeholders, and National Representatives in conferences and meetings. The position may be executed off-site with occasional travel to NCI Agency’s facility in The Hague, the Netherlands.

Qualifications:

  • Bachelors degree with 8-12 years of prior relevant experience or Masters with 6-10 years of prior relevant experience.

  • Must be able to obtain a NATO Secret level security clearance.

  • High ability in speaking, writing, and understanding English is essential.  All on-site work will be conducted in English.  All personnel working on-site shall have a minimum required level of English language of SLP2222 as defined in NATO STANAG 6001.

  • Demonstrates initiative and a strong work ethic, works well within an engineering team, mission oriented, and takes personal pride in work.

Required skills are as follows:

  • Understanding of the NATO BMD Architecture;

  • Proven ability and experience to work in direct contact with the operational community;

  • Specific knowledge on Intelligence management procedures applied to the BMD / TBMD missions;

  • Situational awareness of ballistic missile threats and operations to command staffs at all levels;

  • Experience with at least one of the following Systems Engineering and Architecture Frameworks: TOGAF, DoDAF, NAF, ITIL v3;

  • Experience in architecture development, requirements and specification development;

  • Experience with C2 systems, military planning process and message standards.

Desired skills include:

  • Experience in tactical data links and associated standards, such as Link 16, STANAG 5516, STANAG 5518;

  • Experience with the Prince 2 Programme Management Framework;

  • Proficiency with DOORS and Jira.

Pay Range:

Pay Range $97,500.00 - $150,000.00 - $202,500.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
