The Leidos CSS organization is seeking a senior professional to serve in the role of Program Execution (PE) Manager.
This position requires the incumbent to maintain an understanding of all programs within CSS, associated risks, and technologies in order to provide continuous support, oversight and guidance to Program Managers both in pre-award and post-award engagement. The PE Manager for the CSS Operation is responsible for the implementation and compliance of Leidos’ Program Execution Policy, LP-PE-1 , which includes oversight of programs through regular reviews and deep dives, as well as regular involvement of proposals to ensure awards are optimally executable.
The selected individual must have an in-depth understanding of Program Management tools and processes, including an understanding of earned value management. The position responsibilities will include working across programs ensuring standardization with processes, planning, tracking, and execution of complex tasking within technical, schedule, and budget constraints. The candidate must be able to work with minimum guidance in addressing actions, and then use their own knowledge, ingenuity, innovation and experience to ensure proper program execution.
The PE Manager will participate and provide leadership during pre-award (capture phases) in technical readiness reviews (TRRs), execution planning reviews (XPRs), bid risk reviews (BRRs), and bid approval reviews (BARs) as well as proposal content review and generation.
Primary Responsibilities
The PE Manager for CSS is responsible for the implementation and compliance of Leidos Policy LP-PE-1 which includes oversight of all CSS programs through regular reviews and deep dives, regular involvement of proposals through participation and leadership in technical readiness reviews (TRRs), execution planning reviews (XPRs), bid risk reviews (BRRs), and bid approval reviews as well as proposal content review and generation. The PE Manager shall conduct scheduled deep dives into all CSS programs and support collaborative development of corrective action planning as required.
This position will report directly to the Intel Group Program Director and will be responsible for the planning, delivery and close-out of all program execution activities for the CSS operation. The role will be instrumental in optimizing overall business efficiencies across the operation and ensuring all programs within the CSS operation are meeting performance objectives and operating within program execution (PE) guidelines.
Specific responsibilities include:
Managing the overall Operation Performance Excellence program including pre- and post-award activities (TRR, XPR, BRR, BAR, BAM)
Support to new business efforts including gate and color reviews to ensure post-award execution requirements are captured and aligned with PE policy and procedures (DP, EENG)
Tracking and reporting all pre- and post-award action items to ensure required activities are worked to closure to ensure compliance
Creation of program startup action plans covering the time from proposal submittal to the start of work that identifies the items that must be addressed or put in place prior to contract award/execution
Developing and implementing project plans for improvement initiatives, ensure timely closure of action items, and managing day-to-day PE activities.
Execute planned technical and service delivery activities in accordance with the defined program management, engineering and service delivery processes and procedures
Verify delivery/acceptance of solutions and products per previously agreed acceptance criteria
Verify achievement of service levels as defined in the contract
For DP programs, confirm that the appropriate technical solution development activities are being performed
Developing Get-to-Green plans in coordination with program managers
Performing periodic, in-depth reviews of technical, schedule and cost performance for in-flight programs and making recommendations for course corrections when applicable
Development and implementation of data management and dashboard solutions for the reporting of PE metrics
Preparing, reviewing and editing IPR and other review materials for delivery to support PE reporting requirements
Developing relationships with program managers and staff and keeping them informed of the program execution concerns and priorities.
Monitoring Key Performance Indicators for all programs and providing feedback to the PM’s on performance improvement strategies
Education, Skills and Experience:
Bachelor's degree or equivalent from an accredited university required.
Working knowledge of Business Framework and Win Plan
BA degree and 15+ years of prior relevant experience or Masters with 13+ years of prior relevant experience.
TS/SCI with Poly clearance
Highly experienced with project coordinating and management
Excellent verbal (including presentation) and written communication skills, including ability to establish positive and productive working relationships

Demonstrated proficiency in Microsoft Office (Word, Excel and PowerPoint)
Experience working with PowerBI desired
PMP certification desired
Pay Range:
Pay Range $128,050.00 - $197,000.00 - $265,950.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
