Primary Responsibilities
This is a senior-level position providing leadership and intelligence operations and support advice to Army Cyber Command and the extended Army organizations and Intelligence Community in support of defensive cyber operations (DCO) activities to include cloud, Cyber Security Service Provider (CSSP), Joint Regional Security Stack (JRSS)/Joint Information Environment (JIE), security information and event management (SIEM), tool capabilities, data analytics and operational process Department of Defense (DoD) and Intelligence Community (IC) distributed environments both in the Continental United States (CONUS) and Outside the Continental United States (OCONUS). The Intelligence Lead and Advisor is responsible for overseeing programs, initiatives, and projects under the contract. This position is tasked with driving implementation and adoption of new tools, capabilities, frameworks and methodologies while actively engaging with a variety of industry partners and customer stakeholders. Daily work activities shall oversee all-source intelligence analysis and production support for cyber threat warnings and notification (i.e., Indications and Warnings (I&W)) to networks, first phase analysis of cyber incidents, synchronization of the organization and cyber IC analytic efforts, and integration of intelligence support to the organization’s DCO. The contractor shall provide intelligence support to DCO and across theaters of operation and interfaces with Joint, Sister Service, and Combatant Command (CCMD) operation centers. The contractor shall ensure intelligence personnel are trained in the execution of intelligence policies, processes, systems, and tools. The contractor shall follow applicable intelligence cycle and intelligence doctrine (e.g. DOD Joint Publications).
Primary responsibilities are as follows:
Lead working groups and follow project developments.
Develop cyber and intelligence strategy and associated documentation, identifying and offering solutions to gaps in capabilities and visibility.
Lead operational intelligence support using all-source analysis and methods to enhance situational understanding and awareness of cyberspace operations.
Lead I&W support to cyberspace operations, including contingency operations and exercises; research, analyze, and create products/reports from multiple intelligence and operational sources to provide situational awareness of critical elements of the cyberspace environment necessary to defend networks and the DODIN.
Lead coordination and integration with the Cyber Military Intelligence Group (C-MIG) in developing forward-leaning intelligence products that enable rapid decision-making and drive operational planning to deliver timely effects in support of command priorities.
Assess threat modus-operandi, tools, techniques, alliances, and activities of hacker groups or cyber-related organizations and personnel within foreign governments, and of non-state actors such as terrorist groups. Describe the motivations and Command and Control (C2) structures of these people/groups, as appropriate.
Provide crisis response and mitigation techniques to deny further exploitation by the adversary; and, synchronize and integrate intelligence activities in order to detect, analyze, and recommend mitigation of cyber threats and vulnerabilities.
Lead the research, evaluate, analyze, integrate, and interpret information from multiple intelligence and operational sources and fuse into finished target development products for anticipated or unspecified intelligence production requirements.
Track and database all deliverables, Requests for Information (RFIs), and tasking for the section.
Provide leadership and advice on Open Source Intelligence and Signal Intelligence collection, analysis, production, and dissemination of OSINT and SIGINT to enable situational understanding of cyber threats to networks and equities.
Provide support and advice in the coordination and communication of HUMINT and CI activities.
Provide technical support and training for applicable intelligence operations systems.
Provide support and advice for training and exercises
Provide subject matter expertise for customer inquiries.
Establish and maintain DoD and external relationships for cyber related collaboration.
Lead the Intelligence team and coordinate daily maintenance and support activities.
Ensure proper and timely reporting of issues or outages of intelligence capabilities.
Ensure high-priority tasks and outages are addressed escalated and addressed during required timelines.
Provide intelligence support to the creation, updating, and maintaining of the DCO Security Infrastructure standard operating procedures and tactics, techniques, and procedures (TTPs).
Understand network and elevation diagrams for all managed security equipment at each location to provide advice and analysis of
Coordinate and comply with applicable change control boards and corresponding processes.
Drive implementation and adoption of new tools, capabilities, frameworks, and methodologies across all intelligence teams in ARCYBER.
Basic Qualifications
Must be a US Citizen.
Must be Top Secret – Sensitive Compartmented Information (TS/SCI) eligible. Capable of passing a CI-poly
Bachelor’s Degree or higher from an accredited college or university in program management, business management, economics, political science, computer science, engineering, law, Government contracting, finance/accounting, or related discipline with 12 years of prior relevant experience or Master's Degree with 10 years of prior relevant experience.
At least five years’ experience (with at least one year having occurred in the past five years) managing teams in support of DoD or IC.
5+ years of intrusion detection and/or incident handling experience.
Prior experience supervising employees of various labor categories and skills in efforts similar in size and scope.
Advanced knowledge of solution development techniques and best practices related to demonstration, pilot, and test management and operations.
Demonstrated advanced knowledge of intelligence community and industry accepted standards.
Demonstrate experience with researching and fielding new and innovative technology.
Motivated self-starter with strong written and verbal communication skills, and the ability to create complex technical reports on analytic finding.
Strong analytical and troubleshooting skills.
Preferred Qualifications
Deep technical understanding of core current intelligence community and cybersecurity technologies as well as emerging capabilities.
Experience with implementing automation and machine learning to reduce mundane tasks and expedite processes.
Cybersecurity experience (Protect, Detect, Respond and Sustain) within a Computer Incident Response organization.
Demonstrated understanding of the life cycle of cybersecurity threats, attacks, attack vectors and methods of exploitation with an understanding of intrusion set tactics, techniques and procedures (TTPs).
Motivated self-starter with strong written and verbal communication skills, and the ability to create complex technical reports on analytic findings.
Familiarity or experience in Intelligence Driven Defense, Cyber Kill Chain methodology, and/or MITRE ATT&CK framework.
An active Certified Information Systems Security Professional (CISSP) Certification.
An active Program Management Professional (PMP) Certification.
Demonstrate awareness and experience in cybersecurity tools to feed events, alerts, and logs to SIEM technologies.
At least five years’ experience (with at least one year having occurred in the past two years) with current cyber threats and attack vectors.
Clearance Required
Requires TS/SCI security clearance. Ability to secure a CI-Poly
Pay Range:
Pay Range $105,300.00 - $162,000.00 - $218,700.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
