The Defense Group at Leidos, supporting the Overlord / Medium Unmanned Surface Vessel (M/OUSV) Program, is seeking a Subcontracts Program Manager (SPM) to support a dynamic high growth organization. The M/OUSV program is based in Port Hueneme, CA, and is responsible for delivering cutting edge autonomous vessel technology to the US Navy.  The program operates and maintains prototype autonomous vessels for test and evaluation of the vessels as well as developing operations, maintenance, logistics and training procedures for the autonomous Fleet of the future.  We are seeking resilient, innovative team-players with a reputation for excellence.   This position is 100% remote with the potential of 10% travel. We are expecting award in March 2023.

Primary Responsibilities

The SPM will be the Program Manager’s primary point of contact for technical management of M/OUSV subcontractors, and also the Subcontractor’s primary POC for their work on M/OUSV.  The SPM oversees day-to-day execution of the inter-related integrated areas of subcontractor support, to include USV Operations, Sustainment, Logistics, Ship Alterations, Training, and Test & Evaluation.  The SPM is responsible for leading mission-critical projects by overseeing subcontractor compliance to contractual requirements. This includes management of scope, cost, schedule, technical performance and customer management. The SPM will work closely with a Subcontract Administrator (SCA) to properly document subcontractor tasking, performance, and compliance.

  • Provide oversight and communicates the Leidos personnel policies, purposes, and goals of the organization to the team.

  • Leads program execution under the direction of the Program Manager.

  • Oversee staffing and schedule performance of Subcontractors.

  • Responsible to develop, maintain and implement management plans, tasking and production, and meeting deliverables on the program as required from Subcontractors.

  • Interfaces with customers, organizes and supports program status reviews, team meetings and various other business rhythms.

  • Support overall risk and opportunity management, including cost/financial management, quality assurance, risk & opportunities management, data management, document control, contract/ subcontracting management, training & qualification processes, manpower planning, and execution and control of program’s contractual, administrative, and financial requirements.

  • Directs tasking of a geographically dispersed team of experienced professionals who exercise latitude and independence in their assignments.  

 

Basic Qualifications

  • BA/BS in Engineering or Management and 8 plus years of experience. Related military experience may substitute education requirement.

  • Ten (10) years of experience in a management position dealing with complex Navy systems

  • Four (4) years of personnel management and administration, Subcontractor management, cost/financial management, manpower planning, and execution and control of program deliverables, administrative, or financial requirements

  • Ability to conduct clear and concise verbal and written communication with Management, Subcontractor points of contact, and peers

  • US Citizenship required to start, with the ability of obtain and maintain a Secret DoD Clearance after hire

Preferred Qualifications

  • Experience with Leidos Subcontract Management procedures and processes

  • Experience in providing risk assessments as it relates to execution

  • Experience with Operation, Maintenance and Sustainment of autonomous vessels, vehicles, or aircraft

  • Experience with customers such as PMS 406

  • Possesses a PMP

Pay Range:

Pay Range $66,300.00 - $102,000.00 - $137,700.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
