Job Description:

The Homeland Security Solutions Operation within Leidos is looking for a Passenger Systems Program Directorate (PSPD) Portfolio Manager to oversee contractor staff working on applications and systems within the Customs and Border Protection (CBP). PSPD supports the Department of Homeland Security (DHS) and CBP critical missions, specifically screening and processing travelers at the ports of entry (POEs) into the United States.

Primary Responsibilities:

The PSPD Portfolio Manager will:

  • Be responsible for the development, modernization, enhancement, operation, and maintenance of ~20 applications and systems that are critical to the execution of the CBP mission.

  • Oversee multiple product managers and the products teams for ~20 applications

  • Liaise with CBP branch chiefs and senior program management to provide strategic advice, planning, and guidance on maintaining, modernizing, and migrating portfolio applications and systems into the cloud.

  • Provide the internal voice of the customer and will work with the customer to understand, prioritize, and communicate their needs to application/system product owners, and to manage and prioritize the capabilities and features added to the customer's portfolio.

  • Help to set the technical vision and roadmap for the applications/systems in the CBP/PSPD portfolio and will be responsible for converting CBP strategic objectives into portfolios capabilities.

  • Assist with the introduction of agile/lean practices into the existing application/system development and O&M organizations.

Basic Qualifications:

  • Requires Bachelor Degree and 12+ years of prior relevant experience or Master Degree and 10 years of prior relevant experience.

  • At least eight years of experience managing teams in an IT environment.

  • Demonstrated experience in Agile development and DevOps/SecDevOps

  • Demonstrated experience with SAFe®

  • Demonstrated experience migrating server-based applications into cloud environments, including hybrid and/or multi-cloud deployments.

  • Demonstrated experience with AWS.

  • Ability to obtain a CBP Public Trust suitability determination.

  • U.S. Citizenship

  • Experience contributing to deliverables and meeting performance metrics.

Preferred Qualifications:

  • Demonstrated experience managing multiple software development teams concurrently

  • At least ten years’ experience managing teams of 75 or more people.

  • Demonstrated experience delivering IT solutions for government organizations like DHS or CBP

  • Experience with mobile solutions or biometric technologies, especially facial recognition technologies

  • Demonstrated experience managing the migration of complex, data-driven systems to the AWS cloud using open-source target application and platform technologies

  • Demonstrated experience with NIST SP 800 series or ISO 27000 series documents for information security management and risk assessment.

  • Demonstrated experience standing up Data Warehouses and various ETL/data integration technologies (e.g., Oracle DB, Informatica)

  • Demonstrated experience applying data analytics to improve business performance/outcomes including familiarity with popular data analytic tools such as PowerBI, Cognos, Qlik Sense, Business Objects, Informatica.

  • Demonstrated experience in ITIL/ISO-20000

  • Ability to obtain a Top-Secret Clearance

Pay Range:

Pay Range $118,300.00 - $182,000.00 - $245,700.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
