Job Description:
Leidos has a need for a full-time contractor Senior Engineer/Analyst/Subject Matter Expert (SA/SME) to provide technical support to the Weapon Quality Director and to provide technical and programmatic support to Federal Program Managers (FPM), as well as liaison with counterparts in the Office of Stockpile Sustainment/NA-122, and the Office of System Integration/NA-18. The Engineer/SA/SME will assist the WQD, B61-12 FPM, and W88 ALT 370 FPM with technical oversight, program management, program integration, and performance assessment.
Duties include focused assessments and integration tasks with the geographically dispersed M&O contractors, review and advise on matters pertaining to planning, integrating, and executing policies, programs, and procedures for development of guidance for resolving issues related to these programs. In particular, quality policies and collaboration between M&O contractors on initiatives to implement increased manufacturing efforts.
The ideal candidate has a demonstrated ability to apply experience adhering to and promoting nuclear weapon systems, safety, security, quality, cost, schedule, and enterprise culture. Apply broad and diversified knowledge of Weapon Quality Policy, respective nuclear weapons systems engineering, non-nuclear component realization, nuclear material production and component development, product realization process, Phase 6.X activities and deliverables, and program management disciplines. Analyze information and review quality and system requirements for workflow, organization, nonconforming material trends, and corrective measures. Apply process improvement practices for system development life cycle. Expertise in Weapon Quality Assurance policy, processes and objectives. Understanding of standard concepts, practices, and procedures within nuclear weapon acquisition and product realization. Exercise judgment and plan and accomplish goals based upon program planning and mission performance. Work independently, creatively and under general supervision.
Experience desired in the following areas:
Proficiency in the transition of requirements, interfaces, linkages, and technical risk mitigation activities associated with program scope into an integrated, schedule with schedule and cost risk contingency analysis.
Demonstrated ability sufficient to assess and provide program and technical management knowledge and capabilities to advise FPO on execution of cost, scope, and schedule for major system acquisitions, and to represent, within program guidance, the NNSA’s program interests and positions in interactions with other agencies and corporate entities.
Absorb broad objectives from management, then independently analyze, evaluate, and integrate solutions for unusually complex and diverse technical problems.
Identify, track, mitigate, and resolve quality and technical risks and issues related to product quality and/or system performance objectives.
Supporting special topic engagements as assigned.
Knowledge of the substantive nature of NNSA Nuclear Weapons programs and activities; missions, policies, and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency with emphasis of 6.X process and Defense Programs Business Process System.
Experience/Qualifications:
Minimum Bachelor's degree in Engineering or Science, however, a degree closely related field with relevant experience will be considered.
Minimum of 12 years of related experience desired, with program/project/quality systems engineering experience.
Nuclear weapons and delivery platforms experience required.
Comprehensive knowledge and depth of experience leading the NNSA production site’s historical improvement initiatives related to quality across all of the LEPs (i.e., B61, W88, W80-4, and W87-1).
Subject matter expertise in developing advanced management tools and processes to improve NSE program management, cost estimation and project execution problems.
Manufacturing and Production floor experience in NNSA, military, government or corporate environments desired.
Managing interdisciplinary teams.
Excellent written and verbal communication skills with demonstrated experience in writing and editing briefings for senior and executive managers.
Some travel is required.
Active DOD TS or DOE Q clearance is required.
Pay Range:
Pay Range $118,300.00 - $182,000.00 - $245,700.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
