Leidos has an opening for a IT Project Management Product Lead located at Fort Detrick, MD, working with the Enterprise Information Technology Project Management Office (eIT PMO). The eIT PMO supports medical research IT solutions to the United States Army Medical Research and Materiel Command (USAMRMC) with the mission to facilitate full coordination, planning, management, and execution of the project to ensure successful acquisition and sustainment of the required IT solution. While working in a hybrid telework environment, the position will provide a fast paced and engaging opportunity to lead the acquisition, implementation, and sustainment of integrated COTS products supporting the critical mission of the USAMRMC. The Product Lead will lead, organize, and coordinate all activities in a resource-matrixed environment for the development, deployment, sustainment, and maintenance of the regulatory system and project initiatives associated with this position under the Medical Research IT Systems (MeRITS) sub-portfolio. The relevant projects will be the Electronic Data Capture (EDC) project which leverages Oracle Inform GTM product and the Serious Adverse Events (SAE) project which leverages the Oracle Argus product. The individual will follow FDA, DoD, and eIT PMO Standing Operating Procedures and policies in order to successfully collaborate with eIT PMO staff from each of the functional areas to develop work schedules, coordinate with staff and vendors for actions and deliverables, and facilitate product working group meetings and minutes. The Product Lead will frequently interface with Project leadership regarding the status of the system(s).

WHAT YOU WILL DO
Primary Duties:
Interface with civilians, military, and contractors on and off the Ft. Detrick campus in person or via teleconference on a routine basis.
Coordinate tasking for a multi-disciplinary team responsible for the implementation, FDA validation, and sustainment of COTS software packages deployed in the DoD network environment to meet strategic goals, both on schedule and within budget.
Follow policies, procedures and standards related to the use of computing resources, overall strategy, design, implementation, and operational aspects of multiple systems, operating environments, and related software.
Create system roadmaps plans and project schedules, prepare and conduct feasibility studies for enhancements to existing system(s), including preparation of system development and/or upgrade implementation cost estimates.
Prepare and present product proposals and briefings to management and to Functional and Product Sponsors and End Users.
Develop and coordinate all product documentation requirements per the eIT PMO systems lifecycle.
Work with PMO Business Operations Lead (BOL) to coordinate and facilitate any needed actions on the Product contract(s), to include contract modifications, renewing Option Years, submitting Purchase Requests; requires the ability to reference Call Orders and CLINs to answer specific Product-related questions.
Assist with implementation of software changes and design and execution of operational tests and evaluations as part of the change management process.
Conduct weekly team meetings and provide guidance to others to achieve goals and remain compliant with established policies.
Act independently to determine methods and procedures on new assignments. A Product Lead may, at times, need to carry out extensive research and analysis to identify appropriate software solutions for customer needs and requirements.
WHAT YOU NEED TO SUCCEED
Required Qualifications & Skills:
U.S. citizenship required for Federal contract. Must be able to complete a NACI background investigation.
A Bachelor’s degree in a related technical field and 4-8 years of prior related experience, or Master’s degree with 2-6 years of prior related experience. Additional years of experience will be considered in lieu of degree.
Project Management expertise and solid knowledge of the IT field.
Ability to learn quickly and become familiar with assigned product, company functions, policies, and procedures.
Strong verbal and written communication and organization skills are necessary to interface with multiple teams on business and information management processes.
Desired Qualifications:
Understanding of the DoD Acquisition Process per DoD 5000.75.
Knowledge of U.S. Army Medical Research and Development Command customers, processes, and guidelines.
General understanding of the Food and Drug Administration (FDA) 21 CFR Regulations and Guidelines.
Agile methodology.
Understanding of budget, contracting, procurement, and other business operations activities.
Pay Range:
Pay Range $66,300.00 - $102,000.00 - $137,700.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
