Leidos has a career opportunity for a Lead Material Project Manager located at Joint Base Andrews in Prince George's County, Maryland. The role of the Material Project Manager (MPM) will include, but not limited to, working as liaison between Leidos’ Air Force Program Management Office and procurement team, identifying and mitigating proposal/program risks and opportunities as they pertain to material requirements; maximizing cost avoidance thru BOM configuration strategy; assist capture/proposal in achieving Price-to-Win material budget objectives; participating proposal/program purchase requirements from engineering perspective; participating in sourcing process improvement projects; resolving Supply Chain issues for the program and resolving program material cost problems. This position reports to the Associate Director of Procurement Strategy. The MPM is an extension of the corporate functional area for supply chain related support. Additionally, the MPM is in charge of activities associated with researching and recommending suppliers effective to the customer mission relative to program. The MPM works closely with the Program Management and Material Planners to ensure the review of material requirements for clarity, compliance, detail, completeness, regulatory compliance and obtain additional information considered necessary. Due to nature of assignments, up to 10% travel is possible. Working onsite is required 3 days (Tuesday, Wednesday, & Thursday)working onsite per week during a steady state.
Primary Tasks
-Serves as Procurement Point of Contact interaction with numerous hardware, software, & Cyber manufacturers and technical teams within Leidos.
-Ability to prioritize certain deliveries to ensure production schedule is operating smoothly.
-Accountable for timely and accurate material pricing on proposal and program efforts.
-Own the request for quote process, which includes maintaining compliance with the Federal Acquisition Regulations (FARs) and Defense Federal Acquisition Regulation Supplement (DFARS).
-Meet cost savings and avoidance targets so negotiations skills are needed.
-Candidate will conduct data analytics and evaluate large data sets to price Bill of Materials (BOM).
-Candidate will be working among a matrixed organization support engineering, program management, and financial functions.
-Partner with management to plan forecasting models and identify supply needs.
-Provide innovative technical solutions and sourcing strategies that drive down cost (market research, engaging with Category Managers/Supplier Relationship Managers, etc.)
-Work with Solution Architects to define technical requirements by engaging suppliers
-Work with Capture/Proposal team to comprehend requirements and team up on strategy
-Writes bid reviews, where applicable
-Candidate will also have job duties associated with Supplier Management, Program Strategy Development, Program Material Acquisition, Business Process Re-Engineering, and Procurement Tool deployments.
Basic Qualifications
- Typically requires a BA degree and 8 – 12 years of prior relevant experience or Masters with 6 – 10 years of prior relevant experience
-Ability to work in a group environment.
-Strong organization skills and attention to detail.
-Excellent oral and written communication.
-Demonstration of interfacing across multiple organizations and program levels simultaneously with minimal supervision
-Working knowledge of MS Office (i.e. Word, Excel, PowerPoint and Project)
-Basic knowledge of creating complex solicitations, supporting proposals, conducting moderate complexity price and cost analysis, negotiating price/cost and price/cost-related terms.
-Demonstrated time management skills and ability to work under tight time constraints.
-US Citizenship is required for this position
-Secret Security Clearance or ability to obtain one is required
Preferred Qualifications
- Supply Chain Management experience
- MRP knowledge or experience
- Ability to balance strategic thinking with tactical application of strategies to programs
- Subcontracts/Procurement/Material cost estimator exposure
- Understanding of US Government acquisition laws and regulations (FAR)
Pay Range:
Pay Range $84,500.00 - $130,000.00 - $175,500.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
