Within the Military Health & Veterans Solutions Operation of the Health Group, the DHMSM program is our largest and most dynamic program within the portfolio.  This $4B+ IDIQ defense health modernization program focuses on developing and deploying electronic health record system capabilities across the DoD, has annual revenues exceeding $500M, and receives significant Leidos corporate, external audit, and congressional visibility.  The Finance and Business Operations (F&BO) Director is responsible for the overall financial management and performance of the program and plays a critical role as part of the core program leadership team.  They lead a team of 30 professionals spanning Program Financial Control, FP&A, Earned Value and Scheduling F&BO sub-disciplines, setting the vision and goals for the organization, and driving results.

WHAT YOU WILL BE DOING

  • Forecasting the income statement, balance sheet, indirect rates, and other key financial metrics through establishment for the Annual Operating Plan, monthly/quarterly outlooks, and other reporting rhythms

  • Leading month-end closing activities for the Program and financial results reporting including variance analysis, backlog, and indirects

  • Identification and management of program financial risk and opportunities

  • Oversight over cash including, unbilled, billed, and cash collections

  • Active management of contract funding requirements, supplier/PO funding status, accruals

  • Coordinating internal program business rhythms and deliverables including Estimate at Completion (EACs), quarterly financial status reviews (QFSR), and monthly and quarterly business reviews (IPR, QPR).

  • Execution of EVMS across the program in accordance with government standards including review and approval of EVMS CDRLS

  • Timely and accurate production and delivery of external customer deliverables

  • Driving continuous improvement within the F&BO organization including process improvement, leveraging automating and other ways to gain efficiencies

  • Leading personnel performance management and succession planning

  • Developing business cases, reviewing all proposal activity, and communicating revenue, OI and cash impacts to leadership

  • Leading customer engagement via the Monthly Business Operations discussions

  • Advising on both internal and external (DCMA) audit requests

FACTORS FOR SUCCESS

  • Bachelors with 12+ years of prior relevant experience or Masters with 10+ years of prior relevant experience.

  • US Citizen with the ability to obtain and maintain a Public Trust Clearance (contract requirement)

  • Program finance experience in government contracting or a large public company, coordinating/managing business rhythms and deliverables including Estimate at Completion (EAC), quarterly financial status reviews (QFSR), and monthly and quarterly business reviews (IPR, QPR)

  • EVMS execution experience, including an understanding of government standards and the review /approval of EVMS CDRLS.

  • Experience working with (or knowledge of) multiple contract types: Firm Fixed Price (FFP), Fixed Price Incentive (FPI), Cost Plus (CPxF), and Hybrid Contracts.    

  • Experience leading a distributed multi-layered team.

  • Highly effective oral and written communication skills, with a demonstrated ability to effectively collaborate and work with supporting functions, and other program team members.

Pay Range:

Pay Range $128,050.00 - $197,000.00 - $265,950.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
