Leidos is looking for a Control Account Manager with experience in Earned Value Management to join a high performing agile team using the Scaled Agile Framework (SAFe) methodology to support a nationally significant and fast-paced program. Leidos is the prime contractor providing system engineering, development, test, integration, and operational support. This 5-year program is focused on injecting new technology and adding advanced capabilities while continuing to support an on-going mission and operational system.

Job Summary:

The EV Implementation Lead will regularly review the technical health of the program’s EV control accounts to identify potential issues, deviations from program standards and opportunities for improvement.  The person will be responsible for assisting, training, and mentoring other CAMs on the program.  The person will review and provide feedback on baseline change requests, latest revised estimated (LREs), and quantified backup data (QBD).  The person will review schedule and cost indicators across the CPAF portion of the contract and will assist the other CAMs with analysis of the performance data. 

The EV Implementation Lead plays an important role in tracking program level EV analysis.  The person will work collaboratively with other program CAMs and Leidos EV subject matter experts.  The person will assist in the review of variance reports (VARs) written by other CAMs and draft the monthly overall program level VAR.  The EV Implementation lead will review the draft program level VAR with the Program Manager/Deputy Program Manager to finalize. 

The EV Implementation Lead will help manage the work authorization and risk management processes and will work with the EV and Finance team to identify opportunities for process improvement

The EV Implementation Lead will be assigned as a CAM of one or more control accounts. CAM responsibilities include schedule planning and status, measurement of accomplishment, actual cost collection, variance analysis and resultant corrective action, and estimating costs at completion as they relate to Earned Value Management. The CAM assures technical scope, schedule, and budget are integrated.

Primary Responsibilities:

  • Report to the PM/DPM​
  • Control the financial planning and management of assigned Control Accounts (CA). 
  • Participate as an Agile Team Member for the PMO Scrum team.
  • Collaborate with the Agile organization charged with delivering the work within the assigned CAs.
  • Ensure that Agile and EV principles are maintained within work teams.
  • Maintain a current Estimate to Complete for all work within the assigned Cas.
  • Author a Variance Report (VR) for assigned CAs each accounting period.
  • Review VARs written by other CAMs to identify potential issues, deviations from program standards and opportunities for improvement.
  • Draft the program level VAR for the Program Manager/Deputy Program Manager
  • Suggest process improvements.
  • Introduce EV improvements and best practices.
  • Introduce or create additional documentation and training material to help improve CAM ability to manage accounts and overall program EV execution.
  • Participate in the monthly business rhythm of the program with the DPM and Business Team Lead
  • Request authorization from the customer for activities within the assigned CA that are in scope but not authorized.
  • Respond to requests from the customer for assigned CAs.
  • Serve as the primary non-technical POC for the customer for activities within the assigned CAs.
  • Designate the primary technical POC to the customer and to any other stakeholders.
  • Participate in any technical discussions, meetings, reviews, etc. as necessary to maintain situational awareness within the assigned CAs.
  • Assures the work within the CA is adequately staffed and participates in the staffing process.
  • Handle procurement requests within the CA to buy equipment.
  • Ensure that the authorization to expend funds (labor, materials, ODC) within the CA are within budgetary constraints.
  • Review Weekly Hours Reports to ensure that charging within the account is correct.
  • May request information from the Business Team as needed to answer business questions from the PM or customer.
  • Approve funding for subcontractors to fulfill CA requirements.
  • Approve timecards for subcontractors.
  • Participate in responses to RFIs, RFPs, or Requests for a ROM
  • Provide guidance, assistance, and training to other CAMs on the program.
  • Assist in the analysis of schedule and cost indicators for all CAMs on the program.
  • Review and provide feedback on baseline change requests, latest revised estimated (LREs), and quantified backup data (QBD) submitted by other CAMs.

Security Clearance Requirement:

  • Candidates must possess an active TS/SCI with Polygraph to be considered for this role.

Basic Qualifications:

  • Bachelor’s Degree and a minimum of (8) years of prior relevant experience or a master’s degree and 6 years of prior relevant experience. Additional experience may be substituted for a Degree.
  • Five (5) years’ experience in large scale software development and hardware integration programs
  • Five (5) years’ experience in technical project or program management
  • Bachelor’s degree in a technical discipline from an accredited college or university is required.
  • Two (2) years’ experience working within an Agile environment or program.
  • Must have strong verbal and written communications skills.
  • Must be committed to adopting and adhering to best practices. 
  • Must be able to effectively plan and prioritize tasking.
  • Must be capable of performing high quality work both independently, and with a team, in a fast-moving environment.

Preferred Qualifications:

  • A PMP or similar Project Management or Program Management credential
  • A CSM or other Scrum Master credential or coursework
  • Experience with Scaled Agile Framework agile methodology
  • Experience with control account management (CAM), cost accounting, earned value management (EVMS)

Pay Range:

Pay Range $84,500.00 - $130,000.00 - $175,500.00
