Leidos is seeking an experienced Position to Win (PTW) Analyst to provide key support and leadership in PTW activities for targeted federal business opportunities. The ideal candidate will have extensive knowledge of various federal government agencies and their Request for Proposal (RFP) processes, experience performing PTW analysis leading to the development of price and non-price evaluation targets and be able to deliver PTW recommendations to impact winning strategies for competitive business opportunities.
JOB SUMMARY:
The PTW Analyst is a self-motivated individual who can work both independently and as a team player, possessing a unique skill set of technical, financial, business, strategic and analytical skills. The Analyst will coordinate with the business development capture team to analyze opportunity requirements, customer budgets, evaluation criteria, customer award trends, competitive landscape, and model potential competitor solutions to develop competitive price and non-price bid strategies and targets.
Qualified candidates should understand the government procurement process, the business development capture cycle, and have experience working on proposals with capture teams. Essential skills for this position include familiarity with compiling and summarizing competitive intelligence research and analysis using market research tools & database subscriptions, as well as supporting post-award win/loss lessons learned analyses to enhance CI/PTW repositories. Experience in competitive defense systems hardware programs (e.g. weapon systems, space systems, electronic systems, missile systems, military aircraft, unmanned systems). Successful candidates will be able to work simultaneously on multiple projects and resolve conflicting priorities as new opportunities arise. Assignments will require some knowledge and understanding of business, technology, engineering disciplines and financial cost models and the ability to coordinate with subject matter experts to include their knowledgeable input into the PTW product.
The PTW Analyst must have excellent communication and presentation skills, with the ability to support capture reviews and present PTW recommendations to senior leadership in a clear and compelling manner.
REQUIRED QUALIFICATIONS:
Bachelor’s degree in a related discipline and a minimum of 15 years of industry experience. Additional years of experience will be considered in lieu of a degree.
A minimum of 2-3 years providing Position-to-Win analyses and assessments
Experience in competitive defense systems hardware programs (e.g. weapon systems, space systems, electronic systems, missile systems, military aircraft, unmanned systems)
Cost modeling experience and understanding of financial strategies
Understanding of the U.S. Federal government acquisition and Business Development capture processes
Ability to work independently and efficiently with multiple deadlines and changing priorities
Ability to produce high-quality material with attention to accuracy and detail.
Proficiency in Microsoft Office (Word, Excel, PowerPoint), Microsoft SharePoint, and ability to learn new applications
DESIRED QUALIFICATIONS:
Experience with International and commercial customers and competitors
Proficiency with market research tools and databases such as GovWin, DACIS, BGOV, FPDS or USASpending.
Competitive intelligence and market research experience
Experience analyzing federal customer buying trends and budgets
Pay Range:
Pay Range $128,050.00 - $197,000.00 - $265,950.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
