Job Description:
The Homeland Security Solutions Operation within Leidos is looking for a Chief Architect to provide leadership on a mission-critical program supporting the Passenger Systems Program Directorate (PSPD) within Customs and Border Protection (CBP). PSPD supports the Department of Homeland Security (DHS) and CBP critical missions, specifically screening and processing travelers at the ports of entry (POEs) into the United States.
The Chief Architect is responsible for the overall architectural direction and establishment of the architectural roadmap. Sets technical direction in collaboration with CBP stakeholders, Portfolio Managers, Portfolio Architects and O&M teams to drive solutions that meet CBP requirements and mission objectives. The Chief Architect considers potential technology changes and upgrades, usability, scalability, security, performance, and user experience as part of solutions. Lays architectural foundation for reuse, automation, and environment consistency to reduce maintenance cost and operational risk.
The successful candidate will serve as the Leidos single point-of-contact with the external customer/user/stakeholder community, representing Leidos and the interests of the customer to this community. The Chief Architect will represent the Leidos technical strategy to stakeholders and customer execs, and advocate for the CBP OIT strategy and execution.
Primary Responsibilities include:
Serve as the Leidos Principal IT Architect to provide migration expertise and guidance for the design, development, implementation, and sustainment of IT solutions that enhance overall system performance and availability.
Define architecture enablers in support of cloud migration, DevSecOps, test automation while ensuring optimal performance, security, resiliency, and cost efficiencies.
Design and develop solutions to complex cloud migration issues and ensure successful deployment by collaborating both across and within portfolios.
Oversee key cloud migration deployments including development of migration strategies using microservices and container-based architectures in distributed environments that are scalable, highly available and supportable.
Effectively manage Enterprise Architecture, Architecture and Enterprise Services teams within PSPD Architecture Division by utilizing Kanban board to oversee and coordinate all aspects of team assignments and ensuring successful completion.
Conduct PSPD Architecture Division program increment planning, share accomplishments at bi-weekly demos and monthly program management reports.
Establish a culture of continuous improvement and facilitate the introduction of new technologies and approaches throughout the program.
Provide technical knowledge and analysis of high-level functional systems analysis, design, and integration advice on complex matters that require expert level knowledge of the subject matter for effective implementation.
Basic Qualifications:
U.S. Citizenship, Must be able to maintain and obtain a CBP Background Investigation prior to start
15+ years' experience in engineering, architecting, developing of enterprise IT solutions using Java, Spring framework, , Tomcat, Oracle, IBM MQ, Kubernetes, CI/CD tools, AWS cloud using agile based methodologies and DecSecOps practices.
Bachelor's degree from an accredited college or university in computer science or related field
Demonstrated expertise in application architecture, including full stack application, cloud migration, and cloud operations.
Demonstrated experience leading design and implementation of complex IT solutions on a large Program (annual revenue >$100M)
Demonstrated experience working with and briefing high-level customer execs, Leidos execs, and community stakeholders on project status and strategy for evolution.
Experience designing and developing cloud ready applications based on REST API, Kubernetes (Konvoy), messaging (Kafka, Active MQ), relational (PostgreSQL) and NoSQL databases.
Demonstrated experience in breaking down monolithic applications and refactoring existing application architecture to maximize the benefits of operating in a cloud environment.
Demonstrated experience implementing Secure DevOps practices such as infrastructure as code, continuous integration and automated deployment including core security tasks by embedding security audits, testing and processes early in the DevOps workflow
Demonstrated experience using and managing a variety of open-source technologies and cloud services, including the following:
Public Cloud experience: Microsoft Azure, Amazon Web Services, Google Cloud Platform
Kubernetes supporting enterprise solutions: Kubernetes platforms, Docker, Aquasec
Infrastructure/Configuration as code: Terraform, Chef, Puppet, or Ansible
Preferred Qualifications:
Master's degree from an accredited college or university in computer science or related field
Demonstrated experience in network and cyber security design, engineering and operations with emphasis on DHS capabilities.
Experience with biometric technologies, especially facial recognition
Experience with NIST SP 800 series or ISO 27000 series documents for information security management and risk assessment
Demonstrated experience in large Oracle database migrations and implementation to open-source database solutions.
Demonstrated experience in Secure DevOps/Agile concepts and processes.
Demonstrated experience in ITIL, ISO20000 / ISO27001 implementations.
At least one nationally recognized vendor certification
Cloud Architect, DevOps or SysOps Associate or Professional Certification
Pay Range:
Pay Range $142,350.00 - $219,000.00 - $295,650.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
