We are seeking a Manager of Strategic Research Support. This position involves managing our contract support efforts of a multi-disciplinary, scientific, and technically-oriented team that produces technological solutions for America’s energy challenges at one of DOE’s national laboratories. The NETL develops creative innovations and efficient energy systems advancing technologies driving toward a carbon-free power sector by 2035 and a net-zero economy by 2050. NETL research is providing breakthroughs and discoveries that support home-grown energy initiatives, stimulate a growing economy, and improve the health, safety, and security of all Americans. Highly skilled researchers at NETL’s three research sites – Albany, Oregon; Morgantown, West Virginia, and Pittsburgh, Pennsylvania – conduct a broad range of research activities that support DOE’s mission to advance the national, economic, and energy security of the United States.
Location: Candidates must be local to the Morgantown WV or Pittsburgh PA areas as this position will be approximately 75% onsite at the NETL campus. Remote work is possible up to 25%.

The Manager of Strategic Research Support will report to the Leidos RSS Program Manager. This position will lead Leidos’ support of NETL’s strategic research, development, and demonstration initiatives, including initiating, developing and executing RD&D programs and supporting initiatives that strategically build enduring partnerships with universities, private industry, and other laboratories with the goal of developing new markets for RD&D programs key to the mission of NETL. NETL’s research, development, and demonstration programs address point-source carbon capture, carbon dioxide removal, reduction of methane emissions, separation and recovery of critical minerals including rare earth elements, and the use of advanced data analytics, artificial intelligence and machine learning across all research areas. NETL’s key laboratory initiatives include a new facility to develop, test, and commercialize direct air capture (DAC) technologies, examining chemical processing enhancements through the use of microwaves, and expanding the use of AI/ML in harvesting understanding from the vast data sets from energy research. The support of these initiatives involves fostering partnerships through business development in industry and government. A key role of the Manager of Strategic Research Support is the identification of skill sets needed to address the development of the energy research needs. Where current capabilities are not available through Leidos and their research support team, the Manager will provide support for recruiting new staff.
As a core member of the Leidos Management Team, the Manager of Strategic Research Support will collaborate with RSS Managers and personally lead interactions with NETL leaders of the Research Directorates (Geologic & Environmental Systems, Material Engineering & Manufacturing, Energy Conversion Engineering, and Computational Science & Engineering) to gain access to site support contractor research capabilities for new research initiatives and developing research competencies. The successful candidate will identify opportunities for cross Directorate research opportunities, including staffing needs to meet these opportunities. The Manager will lead, mentor, and coach scientists and engineers, business analysts, and business development professionals to support NETL’s initiatives. The Manager will lead a team of approximately 15 staff.
Required Qualifications:
- Bachelor’s degree in a scientific or engineering discipline with 10+ years of Commercialization, Marketing and/or Business Development experience or Masters degree in a scientific or engineering discipline with 8+ years Commercialization, Marketing and/or Business Development experience
- 5+ years related experience with R&D laboratory management at a national laboratory, in a university setting or similar work for a commercial company with a preference to experience on Site Support Service Contracts.
- Strong skills in personnel and financial management, organization, communication, and conflict resolution with the ability to coordinate activities at multiple sites and resolve complex issues across multiple sites, both pre-planned and last minute
- Experience in organizational coaching and transformational leadership with a growth mindset.
- Experience managing customer or client expectations in a dynamic, fast-paced environment.
- Must be able to meet the requirements for gaining access to work on the NETL campus

Salary Range for this position: $175K to $200K
Pay Range:
Pay Range $118,300.00 - $182,000.00 - $245,700.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
