Description

The Data Scientist Senior provides interdisciplinary analytical expertise applying skills from various fields, such as statistics, mathematics, and computer programming, to obtain interpretable insights from large structured and unstructured data.

The Analytical Support for OPA contract provides analytical and IT support to plan and analyze Department of Defense (DoD)-wide surveys, interviews, and focus groups and to conduct in depth analysis using various data sources.  OPA is part of the Defense Human Resources Activity (DHRA), a DoD Field Activity tasked with enabling DoD policy offices to make decisions based on sound administrative/personnel record data and survey data. OPA Health & Resilience (H&R) and Retention & Readiness (R&R) focus on providing these offices with scientific survey data and related focus group and interview data.  Data is related to attitudes and opinions on a wide range of personnel issues across the entire DoD community or specific topics or populations of interest to policymakers (e.g., financial issues, sexual assault responders, military chaplains).  This data is used to formulate, monitor, and refine policies and programs affecting the morale, health, well-being compensation, benefits, training, selection, assignments, readiness, and retention of DoD personnel and their families.

Primary Responsibilities

  • Design data modeling processes, create algorithms and predictive models to extract data, and analyze and share insights with stakeholders

  • Assess the effectiveness and accuracy of new data sources and data gathering techniques

  • Research, devise, and develop innovative and custom data models and algorithms to apply to data sets for data analysis

  • Use predictive modeling to assist policymakers formulate, monitor, and refine policies and programs

  • Devise and utilize algorithms and models to mine big-data stores; perform data and error analysis to improve models; clean and validate data for uniformity and accuracy

  • Analyze data for trends and patterns and interpret data with clear objectives in mind

  • Implement analytical models in production by collaborating with software developers and machine-learning engineers

  • Coordinate with different functional teams to implement models and monitor outcomes

  • Develop processes and tools to monitor and analyze model performance and data accuracy

  • Develop collaborative relationships with key operational customers and stakeholders

  • Ensure compliance with relevant corporate and government policies and standards

  • Communicate findings to all stakeholders

  • Enable smarter business processes by using analytics for meaningful insights

  • Ensure completion of written reports and team project activities

  • Identify and drive process improvements, including the creation of standard and ad-hoc reports

  • Create charts, graphs, and presentations for OPA leadership and external clients

  • Develop recommendations to improve operations going forward

  • Produce ad hoc reports as requested

  • Ensure full compliance with all contract requirements, schedules, and provisions

  • Keep current with technical and industry developments

  • All other duties as assigned

Basic Qualifications

  • Master’s degree or higher in computer science, mathematics, management science, engineering, economics, social science, operations research, or related field + 4 years of experience; PhD + 2 years of experience

  • Experience using statistical platforms/computer languages (R, Python/Databricks, Notebook, SQL, Java, Tableau, SAS, etc.) to manipulate data and draw insights from large data sets

  • Experience working with and creating data architectures

  • Knowledge of a variety of machine learning techniques (clustering, decision tree learning, artificial neural networks, etc.) and their real-world advantages/drawbacks

  • Knowledge of advanced statistical techniques and concepts (regression, properties of distributions, statistical tests and proper usage, etc.) and experience with applications

  • Be proficient in the use of Microsoft Office® software applications (Excel, Access, Word, Outlook, and Project) and SharePoint®

  • Possess analytic skills and strong writing and verbal communication skills for coordinating across teams with colleagues and clients

  • A drive to learn and master new technologies and techniques

  • Ability to work effectively in a dynamic, research-oriented group that has several concurrent projects

  • Comfortable working with a wide range of stakeholders and functional teams

  • Problem-solving skills to find multiple viable solutions for a challenge

  • Critical thinking skills to determine what data and information is useful for the task

  • Must be a U.S. citizen with the ability to pass a National Agency Check and Law Credit (NACLAC) and obtain/maintain a favorable FBI National Criminal History Check (contract requirement)

  • 5 years of experience working in a military environment performing in a similar subject area

  • Former Military/Veteran/Wounded Warrior

Pay Range:

Pay Range $78,000.00 - $120,000.00 - $162,000.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
