We are seeking a Research Project Manager to join our team on the National Energy Technology (NETL) Research Support Services (RSS) Contract  in Morgantown, WV or Pittsburgh, PA. This work will involve managing the efforts of a multi-disciplinary, scientific, and technically-oriented national laboratory team that produces technological solutions for America’s energy challenges. From developing creative innovations and efficient energy systems, to advancing technologies that enhance oil and natural gas extraction and transmission processes, NETL research is providing breakthroughs and discoveries that support home-grown energy initiatives, stimulate a growing economy, and improve the health, safety, and security of all Americans. Highly skilled women and men at NETL’s three research sites – Albany, Oregon; Morgantown, West Virginia, and Pittsburgh, Pennsylvania – conduct a broad range of research activities that support DOE’s mission to advance the national, economic, and energy security of the United States.

Location: Candidates must be local to the Morgantown, WV or Pittsburgh, PA area, as this position is onsite at the NETL campus in Morgantown, WV or Pittsburgh, PA. Remote work is possible up to 25%.

As a core member of the Management Team, you will play a valuable part in supporting and executing a wide range of projects and programs.  You will be responsible for all facets of Scope, Schedule and Budget for assigned projects utilizing sound Leidos Program Execution guidelines and procedures. In addition, the incumbent will leverage their management and leadership experience to support program wide process improvement, personnel development, operational excellence and strategic planning initiatives.

We are looking for someone with exceptional communication skills, keen attention to detail, and a strong focus on employees for a role that requires close collaboration with all stakeholders including Leidos and government customers.

Primary Responsibilities Include:

  • Support operational execution including resourcing and financial aspects of contract deliverables, cost, and schedule to ensure successful achievement of all key performance indicators and commitments.
  • Identify and promote employee engagement activities to achieve high degree of employee retention and performance. Provide operational oversight and coaching to front line leaders, to include mentoring and developing of staff, and succession planning for the program.
  • Actively engage with functional support teams to ensure customer and Leidos requirements are met. 
  • Actively engage with Leidos technical organizations to support reach back support as needed for technical execution of research.
  • Proactively work with relevant Universities to establish recruiting pathways for key growth areas.
  • Effectively communicate and manage assignment progress to meet deadlines.
  • Planning, organizing, securing, and managing technical resources to bring about the successful completion of specific project goals and objectives within a matrix organization.
  • Ensuring that assigned projects are executed within scope, schedule, and budget constraints and at required quality following active customer communication.
  • Tracking project spending and projections for each project with input provided by the financial and support groups.
  • Interfacing with task and functional leaders, subcontractors, and support personnel to coordinate timely execution of deliverables.
  • Communicate with colleagues across multiple areas (project managers, other professional resources, etc.) to solve complex problems that require deliberate, thorough analysis.
  • Communicate status of assigned projects to government customers.
  • Work with highly technical teams to report status and assist with other support tasks.
  • Solve Problems.
  • Identify and mitigate risks for assigned projects.
  • Identify, and work with research leaders to develop scope work plans, assign staff, and hire additional supports.
  • Meet regularly with assigned staff to develop 5-year plans, follow up with annual goals, identify and foster areas of growth.
  • Coordinate with other Project Managers to form new research connections for staff, thereby increasing flexibility for customer and team.

Required Qualifications:

  • Bachelor’s degree and 6+ years of prior relevant experience or Masters with 4+ years of experience.
  • At least 6 years of experience as a project manager, managing programs and contracts of similar scope, type and complexity.
  • Demonstrated experience in resource allocation, project costing, deliverable tracking, and schedule and financial data monitoring.
  • Strong skills in personnel and financial management, organization, communication, and conflict resolution.
  • Demonstrated experience identifying and sourcing highly specialized technical staff and collaborators.
  • Leadership experience managing direct reports as well as functional staff
  • Experience managing multiple subcontractors/teammates
  • Personnel Management: Experience managing a diverse workforce located at multiple locations
  • Must have the ability to use sound judgement in problem solving and must possess excellent interpersonal and communications skills
  • Must have the ability to coordinate activities at multiple sites and resolve complex issues across multiple sites, both pre-planned and last minute
  • Must have the ability to successfully manage multiple issues and tasks simultaneously, and must be comfortable working in a dynamic, fast-paced environment
  • Must have the ability to effectively plan and prioritize tasking and pro-actively take initiative when issues arise
  • Experience managing customer or client expectations.
  • Ability to learn and apply standard policies and procedures.
  • Must be able to meet the requirements for gaining access to work on the NETL campus
  • U.S. Citizen

Preferred Qualifications:

  • Experience coordinating the execution of complex research projects as part of a team.
  • Experience in developing, leading and successfully executing scientific projects.
  • PMP certification a plus
  • Experience in organizational coaching and transformational leadership with a growth mindset.
  • Experience on Site Support Service Contracts and/or a research environment

Program Specific Salary Range: $90K to $115K

Pay Range:

Pay Range $66,300.00 - $102,000.00 - $137,700.00
