The Enterprise and Cyber Solutions (E&CS) Operation within Leidos’ Defense Group has an opening for a Systems Engineer for the GIG Service Management – Operations II (GSM-O II) contract in Ft. Meade, MD.    This contract includes the Operations, Sustainment, Maintenance, Repair, and Defense of the Defense Information System Network (DISN) within the DOD Information Network (DODIN) in support of the Defense Information Systems Agency (DISA).  It also includes support to other key tasks for DISA, including the transformation of DISA’s operational mission through innovation, and support to DISA’s mission partners. 

The System Engineer position is responsible for integrating various GSM-O II Innovations and Special Projects into the Global Management System & the Infrastructure. This position will assist with overseeing the management of the system level requirements, and the performance of integration, verification, and user acceptance testing to ensure that the design, deployment, integration, and maintenance of a full stack containerized innovations architecture adheres to these baselined requirements.  The successful candidate will work directly with the End Users, SEIT Manager, Chief Architect, Software Engineering Manager, and the operations team to transition new capability and ensure it meets all target requirements.  They will be responsible for testing and verification of new capability prior to deployment to production.  The position will help foster a SecDevOps culture and building strong cross-functional collaboration with all areas of development, product, and QA in a dynamic and fast-paced environment.  It also encompasses the development of a data pipeline and machine learning services integration in support of DISA operators and analysts whose mission is to solve unique and challenging problems.

Primary Responsibilities:

  • Data gathering, Requirements Definition, Use Case Development, Gap Analysis, Functional Specification, Test Plans, and Design Specification

  • Writing software systems engineering documents (SDP, etc.)

  •  Execution of engineering activities, requirements analysis, implementation planning, third party coordination, integration and test, documentation, deployment, and system assessment.

  • Employing SE approach for systems planning, design, execution, and sustainment.

  • Assisting in defining processes for technical platforms, system specifications, input/output and working parameters for hardware and/or software compatibility

  •  Assisting in the development and maintenance of systems engineering documentation and diagrams/models through use of SE tool.

  • Understanding and leveraging an “Enterprise Product” approach to identifying 1) Requirements that represent a gap in capabilities, and 2) Opportunities for reuse. Identifying and managing related project task dependencies, risks & possible mitigations.

  • Collaborating with colleagues to monitor and report technical variances; facilitating resolution of technical issues that adversely impact successful product delivery.

  • Reporting the technical status of product development to assigned leads on a consistent basis.

  • Identifying and managing external dependencies.

  • Estimating level of effort (hrs/days/resources) to outline & update a projected project schedule.

  • Asking questions & raising concerns as soon as possible without being prompted

  • Support requirements specification and definition for the GSM-O cloud infrastructure and tools.

  • Employing exceptional problem-solving skills.

  • Assist with identifying and supporting external dependencies where needed.

Required Qualifications:

  • Bachelor’s degree from an accredited college in a related discipline, or equivalent experience/combined education, with 12-15 years of professional experience; or 10-13 years of professional experience with a related Master’s degree.

  • Currently possess DoD 8750 certification at IAT level II, e.g. Security+ce or higher.

  • Currently possess an active Secret security clearance with the ability to acquire a Top Secret clearance.

  • Experience in architecture, design, develop, and delivery of data driven operations capabilities, within a DoD environment.

  • 5+ years of systems engineering experience.

  • 3+ years of project planning experience

  • 2+ years with Linux/RHEL OS system administration

  • 2+ years with Windows Server OS system administration

  • Experience COTS installing software, patching, troubleshooting, and administration of Linux and Windows servers.

  • Experience working with Linux operating system, and operating system commands.

  • Knowledge of web services: API, REST

  • Experience creating, developing & executing required work tasks to accomplish a project goal.

  • Experience identifying and tracking related project task dependencies, risks & possible mitigations.

  • Experience estimating level of effort (hours/days/resources) to feed & update a projected project schedule.

  • Strong awareness of networking and internet protocols

  • Experience with JIRA, Git repo and Confluence

  • Experience working with a highly technical team and in a dynamic, fast-paced environment

  • Strong written and verbal communication skills are required to collaborate with customer representatives, domain experts, systems engineers and architects

  • Ability to work well/collaborate with people from many different disciplines with varying degrees of technical experience

Preferred Qualifications:

  • Experience with cloud-based AWS services

  • Experience with cloud-based - specifically AWS - enterprise implementations

  • Experience with big data applications

  • Experience with DevOps/DevSecOps, Configuration as Code, Infrastructure as Code, and CI/CD implementation

  • Understanding of network routing devices and network device configurations

  • Understanding of ITIL foundation or ITIL certified

  • AWS cloud certifications

  • Experience with McAfee HBSS/Endpoint SW

  • Experience with CENTOS and/or Solaris

  • Experience with OS scripting (perl, python, shell)

  • Experience with Databases (SQL, Oracle) & DB migrations

  • Experience with Common Object Request Broker Architecture (CORBA)

GSMO

Pay Range:

Pay Range $118,300.00 - $182,000.00 - $245,700.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
