We need a results-oriented Functional Analyst to support the NC3 Enterprise Center's (NEC) Systems Engineering and Integration (SE&I) Division at Fort Meade, MD.

The SE&I Division serves as the hub for systems engineering and enterprise architecture, and as the technical authority for the Nuclear Command, Control, and Communications (NC3) Enterprise within the Department of Defense. Our customer, led by the Commander, U.S. Strategic Command (USSTRATCOM), applies subject matter expertise and best practices to translate mission and operational requirements into solutions and operational capabilities.

Location: Fort Meade, MD (predominantly on-site with occasional opportunity to telework)

Salary Target: $135,000-$140,000

What will you do in this role?

  • Identify enterprise-level solutions for complex problems, through the application of systems analysis techniques (examples: systems development lifecycle and root cause analysis).

  • Analyze user needs, including operational mission requirements, to determine functional and cross-functional requirements.

  • Apply technical knowledge and experience to assess new technologies and innovations to develop technical recommendations that ensure the integrity and continuity of NC3 and National Leadership Command Capability operations.

  • Design and prepare technical reports, studies, and related documentation. Includes developing charts and graphs to record results.  Prepare and deliver presentations, white papers, and briefings as required by the customer.

  • Support development, sustainment and implementation of an Engineering Campaign Plan that captures, in time block increments, programs, initiatives, and investments for the NC3 Enterprise.  This may include developing implementation plans, timelines, documentation of dependencies, and integrated planning document and briefings.

  • Collaborate across NEC Divisions and with stakeholders to incorporate opportunities, technological capabilities and associated data (i.e., documents, studies, briefings, etc.) into the NEC’s digital engineering environment.

These qualifications are required:

  • Top Secret clearance with SCI eligibility.

  • Bachelor's degree in Engineering, Computer Science or an equivalent technical discipline.  Relevant experience, including certifications and military/civilian training, may be considered in lieu of the degree requirement.

Five or more years of experience in any combination of the following:

  • Analyzing systems-of-systems to identify solutions for complex problems.

  • Translating system and/or system-of-systems requirements to design criteria and/or architecture.

  • Determining functional and cross-functional requirements for a system based on user needs.

  • Providing technical support for development and/or integration tasks, including review of work products and adherence to the design concept and applicable standards. 

These qualifications are preferred: 
•    Experience working in Agile project management or development environments.
•    Ability to apply systems engineering techniques and enterprise architecture concepts to a variety of analysis tasks involving individual and interconnected systems.
•    Nuclear Command, Control and Communications (NC3), National Leadership Command Capability (NLCC) or Senior Leader Command, Control and Communications System (SLC3S) knowledge or direct experience.
•    Experience working with Nuclear C3 community stakeholders such as Air Force, Navy, NC3 Enterprise Center (NEC), USSTRATCOM, USCYBERCOM, the Joint Staff, and OSD. 
•    Competency in Microsoft Office Suite applications (e.g., Word, Excel and PowerPoint).
 

Pay Range:

Pay Range $97,500.00 - $150,000.00 - $202,500.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
