Leidos is seeking a Knowledge Manager to provide support with data management, data curation, establishing workflows, records management, and metadata management. The Knowledge Manager will assist with the customers Knowledge Management (KM) efforts by obtaining and documenting applicable technical detail from the system and/or application administrators, decentralized customer support teams, help desks, customers, senior management, and other technical professional staff and support organizations through clear and timely communication. Additionally, the Knowledge Manager will maintain, update, and assist with migration of all other forms of knowledge management technologies (e.g. websites, sharepoint, etc) leveraged by the teams and program. The Knowledge Manager will provide suggestions and improvements on increasing the efficiencies of workflows through both data management and insights gained from the program. The Knowledge Manager will find ways to effectively share digital assets, publicize evaluation data and metrics, and educate the workforce on new workflows designed to increase data acumen and/or improve efficiencies across the enterprise.
Primary Responsibilities
The Knowledge Manager will:
- Analyze and recommend techniques and tools to track and manage data and digital assets.
- Be responsible for review, analysis, quality assurance, cataloging, and metadata management of holdings across the data lifecycle of digital and training assets.
- Provide quality control and quality assurance support for digital records and systems.
- Work collaboratively with the various customers to ensure processes are complementary and aligned with strategic goals and other initiatives taking place across the school.
- Identify, generate/compose, curate, edit, clean, and tag content for hosting, posting, publishing to internal locations.
- Catalog, host, and makecontract deliverables and organizational artifacts discoverable and usable for intended audiences
- Gather, analyze, and compose technical information regarding the systems and services
- Translate technical information into clear, readable documents and presentation to be used by technical and non-technical personnel — ensure the use of proper technical terminology
- Support the development, updating, and maintenance of digital or non-digital content (e.g. graphic design) to improve the quality and enhance the usability of these products
- Draft and coordinate interagency agreements (e.g. MOU, MOA, SLA, etc) in order to ensure maximum availability of services and capabilities, to include escalation to external organizations as needed
- Draft and maintain Service Level Agreements (SLAs) to monitor work and services for all services/products (e.g. COTS, GOTS) in accordance to policies and guidelines — a SLA defines the experience an external actor (e.g. user, system, service) will receive if they use the mission solution
- Draft and maintain standard operating procedures (SOPs) per request and guidance to ensure business and operational continuity
Basic Qualifications
- Active TS/SCI with Polygraph
- BS Degree in Information Management, Library Sciences, or equivalent.
- 12+ years of prior relevant experience. Additional experience in lieu of d
- At least five years of specific experience doing data curation and management as well as assessing its impact on performance improvements on the job.
- Experience in consulting skills partnering with Subject Matter Experts (SMEs).
- Excellent interpersonal skills in working on a team.
- Strong communication skills across multiple mediums to explain options, recommendations, workflows, and rationale to decision-makers and SMEs.
- Ability to assess the utility and value of programs and recommend modifications to them.
- Ability to identify vital records, categorize them, and develop tools to track, store, and retrieve them.
- Bachelor’s degree and at least ten years of experience in survey analysis or related field.
- Experience designing, developing, and analyzing data collection, storage, and management tools.
- Knowledge of and skill in various quantitative and qualitative data collection methodologies.
- Skill in applying practical knowledge and understanding of the mission and work to learning and/or performance solutions.
- Experience supporting Agile workflows and using common tools like JIRA and Confluence or the equivalent.
Preferred Qualifications
Pay Range:
Pay Range $118,300.00 - $182,000.00 - $245,700.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
