The GIG Service Management – Operations II (GSM-O II) program has an opening for an Operations Service Delivery Manager (SDM). The SDM will orchestrate, plan, report, and perform operational activities to execute DoD Information Network (DODIN) global network operations. Our customer is the Defense Information Systems Agency (DISA) located at Scott AFB, IL and provides the worldwide Defense Information System Network (DISN) services to the Department of Defense and national security organizations.
The SDM manages an operations team of over 175 controllers across two Network Operations Centers (NOCs). The operations team is geographically dispersed, provides 24x7 support, and responsible for incident management, restoral, and reporting of optical and legacy network, IP core, and Unified Capability events. The SDM works closely with functional NOC team managers and senior program management to establish cross functional processes and procedures and establish standard policies and procedures which are ITIL based and reflect the overall mission of the GSM-O II.
Primary Responsibilities:
Oversee and direct all aspects of network operations
Directly manage contractor support staff
Ensures performance requirements are met
Coordinate subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions
Identification and management of issues, risks, dependencies
Troubleshoot and resolve connectivity and network problems
Status reporting to the task order manager and customer
Creating, documenting, and executing action plans
Work with the customer and external stakeholders to accomplish program goals in which we are dependent on them completing tasks
Manages aspects of multiple operations tasks simultaneously
Monitor, adjusts and reports on operations performance, budget and schedule
Some travel may be required
Analyze, manage, and resolve all issues in a timely manner.
Drive innovative solutions
Ensure continual process improvement within the NOC including but not limited to automation of task and reporting, implementation of enterprise-wide monitoring initiatives
Required Qualifications:
Proven network or NOC managerial experience
Demonstrated history of successfully leading and supervising large teams
Experience in assigning tasks to contractor personnel, supervising on-going technical efforts, and managing contract performance identified by the customer
In-depth knowledge in network operations, incident management, trouble management, problem management, and continuity of operations
Technical familiarity in network services and architecture (BGP, OSPF, DHCP, DNS, TCP/IP, WAN, VPN, VLAN, VRF, etc.)
Experience hiring, developing and training customer focused staff
Excellent oral communication skills, writing and presentation skills
Ability to interact with customer in a professional, articulate manner
Ability to make decisions and escalate when needed
Self-starter with the ability to work independently with little to no supervision.
Possess an active DoD Secret Security Clearance with eligibility for Top Secret/SCI
Requires a BA/BS degree or equivalent experience and 8+ years of prior relevant experience or MS degree with 6+ years of prior relevant experience
Desired Qualifications:
Large complex network operations experience
Master's degree in a relevant technical discipline
Working knowledge of IT networks, to include network appliances (e.g., routers, load balancers, domain name servers, firewalls)
Experience working with ServiceNow
Works well under pressure with differing levels of management
Analytical/Critical thinker, Metrics Driven
ITIL certification
Ability to obtain DoD 8570 certification at IAT level II, Security+ CE

Pay Range:
Pay Range $105,300.00 - $162,000.00 - $218,700.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
