Description
Clinical Center (CC) Office of Employee Ethics. The candidate will provide assistance and support to the CC Designated Ethics Counsel (DEC) in administering and implementing an ethics program, and ensuring it is carried out in accordance with applicable ethics regulations and statutes and in alignment with CC mission, vision, core values and customer service philosophy. This position is primarily remote/virtual but may require one day per week onsite at the CC Ethics Office in Bethesda, MD.
Responsibilities:
In support and under direction of the CC DEC, apply a complex array of substantive laws and policies to analyze and evaluate employee conduct and prevent or resolve conflicts of interest.
- Provide assistance and support in administrating and implementing an ethics program in accordance with associated Federal regulations financial disclosure reporting system and procurement integrity ethics provisions.
- Provide analysis and advice related to awards, honorary degrees, prohibited gifts, conflicts of interest, impartiality and other related matters based on information provided by employees or other parties.
- Act as a subject matter expert to provide input to efforts to advise and counsel managers, supervisors and employees on statutes and regulations governing conflicts of interest, representational activities, salary supplementation, post-employment restrictions, political activity and related ethics issues.
- Provide support for ethical education and training programs and other special projects involving research, reporting, reviews and analysis, as well as interactions within and outside of the organization.
- Conduct background research and analysis, provide preliminary reviews and make recommendations to the DEC on a variety of ethical, practical and legal issues including financial disclosures, outside activities, official duty requests, recusals, awards, gifts and conflicts of interest leveraging NIH policies, HHS standards of conduct and CC program activity.
- Attend and actively participate in meetings, working groups and other gatherings for the CC Ethics Office.
Skills and Qualifications:
- Bachelor’s degree in Business Management, Business Administration or Healthcare Administration with 8 years of experience.
- Knowledge of laws, policies, regulations and precedents applicable to the Federal ethics program regulation, to include the Ethics in Government Act of 1978 and the Ethics Reform Act of 1989, as well as regulations promulgated by the US Office of Government Ethics (OGE) for the Executive Branch.
- Knowledge of science, including basic and applied medical sciences and biotechnology, sufficient to participate in the review and evaluation of research situations and ethics policy issues related to research, and to carry out special projects.
- Ability to conduct research with law/economics/business administration disciplines to review and analyze program issues and to coordinate special projects.
- Ability to establish and maintain effective working relationships with designated contacts within the Office of Government Ethics, HHS, NIH and CC staff.
- Knowledge of the application of statistical and management methods sufficient to advise in determining proper methods for designing, conducting, and analyzing studies.
- Knowledge of planning techniques, program evaluation and systems analysis in order to analyze and evaluate information and develop plans for better communication.
- Ability to handle independently simultaneous assignments of varying complexity, urgency and importance, adjust work priorities to meet changing needs and exercise tact, flexibility and decisiveness in performing these assignments.
- Oral and written communication skills to make formal presentations and to develop analyses, recommendations, program plans and evaluations, position papers, or other documents pertaining to highly complex scientific, medical, legal and other technical issues or topics.
- Ability to obtain Public Trust Clearance.
Desired Qualifications:
- Prior work experience supporting the NIH.
- Knowledge of the NIH and CC organizational structure.
- Knowledge of the mission, goals and objectives of the CC its ethics program.
- Professional certification such as State Bar Membership, CHC, CIPP or CHPC.

Pay Range:
Pay Range $84,500.00 - $130,000.00 - $175,500.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
