The Physical Security Specialist is an integral member of the Security team responsible for protecting the people, properties, assets, information, and brand of the company. In this role, you will participate in the development, analysis, and implementation of physical security standards while working closely with employees on tactical and strategic initiatives to improve the overall physical security posture of all facilities. You will have a broad range of responsibilities and will be required to maintain positive working relationships with internal and external customers, including multiple government agencies. We'll count on you to ensure strict compliance with government, customer, and company security policies and procedures including the National Industrial Security Program Operating Manual (NISPOM) and Intelligence Community Directives (ICD), DoD 5200.01 SAP Manuals volumes 1-4, Risk Management Framework (NIST 800-53, JSIG), and the Leidos Corporate Security Practice Plan (SPP). The ideal candidate will have a wide range of in-depth experience to manage and oversee a turnkey Physical Security program for Leidos cleared facilities and support the lifecycle of collateral Closed Areas, SCIFs and SAPFs.
Primary Responsibilities
•Primary resource for the Physical Security Program at Leidos San Diego.
•Perform site security surveys to determine if facilities meet requirements for SCIF/SAPF and Collateral Area accreditation.
•Analyze complex physical security issues and provide cost-effective recommendations that meet policy requirements.
•Provide security recommendations and guidance for new secure spaces and those to be renovated.
•Reference and use DoD and IC security directives, instructions, standards, and guidelines to enforce compliance and mitigate security risks.
•Support visitor control and coordination of classified meetings.
•Manage incident investigation and response.
•Conduct self-inspections and implement corrective action plans.
•Experience with NISPOM and ICD 705 for SCIF/SAPF and Collateral Area accreditation processes and requirements.
•Manage and oversee the SCIF/SAPF and Collateral Area lifecycle from concept to completion, planning and construction, operation and management, and contract conclusion.
•Prepare and review Fixed Facility Checklists and documentation supporting the SCIF/SAPF and Collateral Area accreditation process, compartmented area approval and secure area approval process.
•Support Safety and EH&S related duties as required with oversight and direction from Corporate Security.
•Perform structural overhead ceiling checks, IDS testing, and other inspections to ensure continued compliance and mitigate risks.
•Assist in the management and training of security guards.
•Ability to respond to after-hour alarms and emergency conditions.
•Provide oversight and audit key and lock, GSA container, and alarm testing and maintenance programs in accordance with applicable DoD and IC policy requirements.
•Collaborate in the development and implementation of local SOPs, processes, and procedures to ensure compliance, consistency, and efficiency is maintained across the program areas.
•Assist with SVA preparations and conduct internal peer reviews.
•Support the Leidos COMSEC team by assisting with receipt, dispatch, and accountability of COMSEC and keying materials.
•Partner with personnel across functional organizations such as Senior Leadership, HR, legal, IT Security, Contracts, Purchasing, etc., in support of Insider Threat, OPSEC, and Program Protection execution.
Basic Qualifications
•Bachelors Degree and 4+ years experience. Additional years experience may be used in lieu of a degree.
•Knowledge of NISPOM and Intelligence Community Directives (ICDs)
•Self-starter, with ability to establish priorities, resolve immediate security issues
•Knowledge of intrusion detection systems (IDS)
•Ability to interact effectively with all levels of personnel both internal and external via verbal and written communications
•U.S Citizen currently possessing an active DoD Top Secret security clearance and the ability to obtain and maintain TS/SCI clearance
Preferred Qualifications
•Technical knowledge of electronic and physical security systems including the Lenel access control systemIn-depth knowledge of intrusion detection systems (IDS)
•Proven success integrating physical security measures into complex environments in conjunction with maintaining life/safety requirements
Pay Range:
Pay Range $59,150.00 - $91,000.00 - $122,850.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
