Leidos Civilian Health Solutions is seeking a Federal Health IT Services Capture Manager to lead and support high-performing teams responsible for securing existing and winning new business opportunities in the Department of Health & Human Services (HHS). As a capture manager you will lead business pursuits that contribute to Leidos’ purpose of making the world safer, healthier, and more efficient through technology, engineering, and science. In this role, you will contribute to the growth of Leidos presence across HHS and its Operating Divisions. Responsibilities:
The Capture Manager is responsible for developing and supporting the execution of the business operation’s overall capture strategy associated with an approved pursuit effort to increase the win probability of new and existing projects. This includes working closely with the responsible business development or marketing lead, supporting the transition from opportunity identification into capture efforts, assembling a capture team and managing the capture team to successfully bid and win contracts, contacting and interfacing with existing and new clients and partners, communicating the organization’s core capabilities, establishing internal and external teaming, and managing bid and proposal funding. Additional responsibilities include working collaboratively with team members regarding solution design, process and/or approaches; participating or leading opportunity gate reviews, black hat sessions, win theme and discriminator workshops, proposal and program reviews, and lessons learned activities; communicating status, resource needs, capture strategy, and recommendations to executive leadership; overseeing the proposal phase of the opportunity to ensure successful delivery to the client; and contributing feedback and innovative ideas to the team in support of continuous improvement.
Qualifications
- Bachelor’s degree with 6+ years or master’s degree with 6+ years of experience in federal government professional services
- Familiarity with federal government acquisition types, processes, and tools
- Experience in capturing contract opportunities with emphasis on opportunity qualification, stakeholder engagement, solution development, and proposal submission.

The position will report to the Director of Capture Management. The position is located primarily in Reston, VA and requires support in either Reston or Gaithersburg proposal development facilities, as needed.
Pay Range:
Pay Range $97,500.00 - $150,000.00 - $202,500.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
