More About the Role:
The Orderable CLINs Lead is responsible for planning, directing, and coordinating project activities for multiple SLINs.  The CLIN Lead will work with project managers to determine, monitor, and review all project economics to include costs, operational budgets, staffing requirements, resources, opportunities, and risk, project processes and procedures. The CLIN Lead, working with project managers will task and manage sub-contractors as needed.  The CLIN Lead will conduct status review meetings among project team members and stakeholders. The CLIN Lead will work with the Portfolio Manager on project proposals bids, contract negotiations and updates, estimates, process and training documentation creation and updates and scheduling project tasks.  The CLIN Lead will ensure adherence to legally binding contract requirements. Control project requirements, scope, and change management issues. Report on establish metrics for measuring key project criteria. Analyze project progress/costs and work with project managers to facilitate the development of recommended alternatives.  Process tickets as needed or required and assist with all aspects in support projects as required.

The primary places of performance are Government and contractor facilities located in the National Capital Region (NCR) or at other Navy/Marine Corps bases, with the potential for telework as schedules allow. Support in other regions, both in the Continental United States (CONUS) and Outside Continental United States (OCONUS), may be required. Travel may be required depending on the portfolio of projects awarded on contract. The ability to clearly articulate technical messages for a variety of audiences at a high-level, both through written and verbal means, will be a critical skill necessary for the success in this position.

What You'll Get to Do:
•Be accountable for high volume, complex projects, and their results.
•Create project documentation based on pre-existing templates or develop as needed.
•Update project status as required and review with the Government/Stakeholders others as required.
•Keep stakeholders informed of project status and deliverables, as well as risk and mitigation strategies.
•Ensure that all assigned projects are delivered on-time, within scope and within budget.
•Work with internal and external groups on multiple simultaneous projects.
•Identify project risks throughout the life of the project.
•Provide status reporting regarding project milestones, deliverable, dependencies, risks, and issues.
•Monitor, track, and control outcomes to resolve issues, conflicts, dependencies, and critical path deliverables.
•Works to achieve day-to-day objectives with moderate impact on the work area/project team.
•Process tickets through the lifecycle of projects.
•Responsible for coaching, reviewing and delegating work to project managers.
•Conduct steps necessary to achieve procurements (hardware and labor/sub-contracting) if needed, complete the invoicing of SLINs as required.
•Understand the intention and implementation of the SLINs with the managed CLIN.

You'll Bring These Qualifications:
•Typically requires a B.A. Degree and 8-12 years of prior relevant experience or Masters with 6 10 years of prior relevant experience. Additional years of experience will be considered in lieu of Degree at the discretion of the Hiring Manager.
-Eight years of progressively responsible experience managing and/or executing the planning, provisioning, and delivery of IT projects.
•Must be a U. S. citizen and possess an active DoD Secret security clearance.
•Teamwork-oriented with a strong focus on customer satisfaction.
•Ability to think strategically, solve problems effectively and tenaciously follow-through to ensure client success.
•Detail-oriented with strong people and time management skills, highly organized, motivated, and driven to succeed.
•Experience working with clients at all organizational levels with a high degree of professionalism and business acumen.  
•Ability to create and edit project documents, materials, and presentations, including schedule management.
•Excellent written and oral communication skills are required with a demonstrated ability to work with cross-functional teams.
•Candidate must be highly motivated, proactive, organized and could manage concurrent projects and interface with external clients in a fast-paced environment with a high level of accuracy.

These Qualifications Would be Nice to Have:
•PMP or DAWIA Certification.
•Earned Value Management experience.
•Prior experience managing Next Generation Enterprise Network (NGEN) contract projects.
•Experience with NET and HP Service Manager (HPSM), BMC Helix.
•Experience with IT infrastructure and cabling projects.

Pay Range:

Pay Range $84,500.00 - $152,750.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
