Job Summary
Provide technical direction of an existing government contract research program conducting long-term quantitative and qualitative research and analysis of foreign national security issues. The position will start with a period of learning in collaboration with the current Senior Technical Director. Responsibilities will fully transfer over time. The position also requires: (a) learning the assessment methods and knowledge base that have been developed over time within the program; (b) significant experience doing qualitative and quantitative analysis; (c) individual research and analysis of complex national security issues; and (d) military background to include experience with the Asian-Pacific region and expertise in developing research and analysis that supports defense policy, strategy, and operational issues with respect to the Asia-Pacific region for the US government. A requisite requirement is the ability to immediately contribute to the process of preparing and delivering technical analytical products to personnel in the US government. The position is in Greenwood Village, Colorado. The position also requires working closely with the Senior Program Manager to provide a synergy of effort between the Program and Technical sides of the program.

Primary Responsibilities
- Technically formulate and direct the work of a multidisciplinary research team. Direct the work of: (a) selecting, collecting, and vetting the set of source materials used to do research; (b) translation of foreign language materials, (c) work tasking to team members; (d) production of technical reports, papers, and briefings, and (e) preparation and delivery of seminars based on the program knowledge base generated to date. Ensure that all contractual technical requirements are met.
- Conduct individual technical research and analysis; prepare briefings, papers, and technical reports; brief DoD and IC customers on research and findings.
- Teach and direct the training and mentoring of team members on the technical and operational aspects of the research methods as needed.
- Ability for flexible, interactive, and iterative communication with research team focused on topical areas, direction of research and content of written reports.
- Routinely interact with Government personnel at all levels in meetings and seminars and help grow the body of knowledge for the US government based on program outputs.
- Work closely with Senior Program Manager on issues and concerns that cross over the Program and Technical management sides of operations.
Basic Qualifications
- Masters degree in Operations Research, Systems Analysis, Systems Engineering, Mathematics, Statistics, or strongly related disciplines. Will consider candidates with MS/PhD degree in Foreign Affairs or Political Science with focus on Asia/Pacific region and with strong secondary course work in Operations Research, Mathematics, Systems Analysis, Systems Engineering, Statistics, or related disciplines.
- 15 + years of service in or supporting the military and USG.
- Must have a current Secret Clearance and must be able to obtain a Top Secret SCI clearance after hiring.
- Strong technical-analytic skills
- Experience conducting quantitative and qualitative analysis of issues associated with national defense.
- Experience in leading/directing technical-research teams in analyzing regional security situations and issues in support of DoD or IC.
- Experience with assisting the development of DoD strategy, policy, force development, and operational requirements to include interfacing with senior military and civilian leadership within the DoD.
- Ability to conduct business development via substantive interactions with government agencies.
- Experience with the government procurement and contract procedures associated with small contract and task order acquisitions.
- Excellent analytic, research, writing, and oral skills.
- Comfortable in preparing and delivering detailed, oral presentations derived from research and analysis to senior DoD and IC officials.
- Ability to travel frequently within the continental United States and Hawaii.
Preferred Qualifications
- PhD in Operations Research, Systems Analysis, Systems Engineering, Mathematics, Statistics, or strongly related disciplines.
- Well recognized Asia/Pacific foreign area subject matter expert within the DOD, Intelligence, and/or academic communities
- Work experience as Attaché/FAO at USDAO or in the Foreign Military Sales Office, US Embassy, China, Japan, or Asian/Pacific locations.
- For candidates with strong technical skills (OR, Math, etc.), additional education or training in foreign affairs is a plus.
- Primary language capabilities in the relevant foreign language.
Pay Range:
Pay Range $128,050.00 - $231,475.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
